    Safe OC is about setting safe voltages and making sure it runs decent temperatures, so 1.35V core voltage at 80C or 1.4V 70C if you want to stay conservative.
     
    You should have two multipliers available that's directly related to CPU cores, the core ratio (50 for 5GHz, not touching base clock) and uncore or ring (depending on the board) ratio (50 for 5GHz as well thogh you should aim for 3-5 lower than core ratio for best performance per voltage). These will determine the CPU's raw compute performance.
     
    VCCSA, VCCIO and memory voltage are related to memory OC, that's for another time.

    It's an overclock preset. Counts as overclock, but not tuned for your CPU specifically. Depending on the method it could also be using stupid loadline calibration or voltage settings which is dangerous.

    You probrably won't notice any difference by getting a new set aside from adding RGB to your build.
    Higher speeds do have a benefit but it's only noticeable if doing something along the lines of XOC benchmarks.

    New RAM is not worth it, you wont feel the difference as far as performance goes.

    Your current ram specs certainly don't seem so bad, but if you wanted you should get some Trident Z RGB. Higher speed won't benefit you much, so just shoot for 3200 CL16 or 15

    The memory speed and ability to overclock your CPU are the main two benefits of going to Z390.
    Going from 2666Mhz to 3200Mhz RAM speed will indeed speed up certain tasks, but it depends on what you do. This video shows a range of different applications at different speeds:
    Long story short, certain applications see no difference. But in the ones that do, mainly the fps 'lows' will increase (e.g. it will lessen the stuttering).

    Yep, you can split fans on the same header as long as they don't draw more than the supported 1A. NF-S12A's are very efficient so you can easily power them from a single header.

    If it’s the same as my p400s. There isn’t a way to plug in a 4 pin to the splitter that the controller runs on. 
     
    I bought non pwm fans so I could use them on the controller. However, I just took them off the controller and ran them off the motherboard instead with a Y splitter. 
     
    It’s much nicer having them run by software and staying quiet.
