I am most definitely not an expert but I believe this is due to each load having different length instruction pipelines and the instruction (for example, AVX is notorious for it) used in the process. Longer it works without a wait state = more heat it generates. I too would like to learn more if anyone knows more or if I am wrong.

For future proofing your build at this resolution and frame rate I would go with the 2080 super or even 2080ti (if you can fit it into the budget)

Its fine. Cpus can run at 100% for extended periosds without issue. Those temps are fine aswell.

i think 4.5-4.7 with optimized voltage is fine, imho 4.2 is a bit of overcompensating, but if ur gonna run it 24/7, whatever you are comfortable with. Anything below 75C i never worry.

Heat (or massive voltage spikes) degrade silicone.  Mitigate the heat and the CPU will do what its supposed to do, for as long as the life of that CPU.

No need to downclock anything unless you aren't keeping it under its max threshold.

The only thing unsafe is running at high volts, high temps and high amounts of loadline calibration at the same time.
The CPU thermal throttles for a reason.  As long as this protection isn't bypassed and you aren't overclocking, you're going to be fine.
Also note that high current degrades silicon, and high current + high heat degrades it faster.  If you don't go too close to the max amps rating, and keep the voltage and temps low, you are safe.

Voltage by itself (without current) won't degrade anything until it passes a certain point, (which is HEAVILY dependent on if you exceeded Intel spec loadline calibration or not).  That's because there is a point where, at a certain voltage, even a low amount of current will cause degradation.

You can also go so high on the voltage that you simply blast through the oxide gates and the chip is destroyed.  You see this happening to people doing LN2 runs above 1.65v sometimes.

it'll be fine, 4.2 will probably run around 1v 65w if u wish to optimize it further.
