    well your case has pretty poor airflow.
    I would 
    3x 120mm front intake
    1x top rear exhaust
    1x rear exhaust
    buy some arctic p12 fans you can get a 5 packs of fans for cheap and the fan are really good.
    second your CPU cooler isnt that great for the CPU. thet stock cooler is probably better. but if you dont want to use it then buy something like a gammax 400 v2. it's cheap, but gets the job done. or arctic esport freezer 34 would be the next step up.

    Did you run Autoruns like @PorkishPig suggested?   If not I highly suggest you do as it will tell you a lot of information about what's set to run on your system.  It's much more detailed than Msconfig. 
     
    There are some other tools you can use to find deeper malware, and even malware that's not on a signature database (that's if there IS a miner).  But run autoruns first and let us know what you find.

    either a loose bearing, or it is hitting something like a cable. while its spinning try and record it with your mobile device in slow motion, make sure to use the flash so you can see, if you can see the fan wobbling then it might be a dead bearing

    Maybe give it a reseating try. Otherwise the overall airflow in your system is also very important especially under low load circumstances where the fans are kinda chilling. 
    But the stock cooler is not really the best. I had 50°C idle too and with Cinebench even reached 94°C ( PBO enabled ). 
    Since i wanted to overclock i chose to go with an aftermarket cooler right away.

    I would try re seating the cooler ? some times helps like taking it off and putting it back on some times helps don't forget to tighten the screw in a X as well helps me good luck

    The devices you are running off of that plug should not nearly draw enough current to get that circuit in trouble. Do you have access to the electrical panel so you can see what current the fuse is rated for? If the electrical system was done properly, the fuse is selected such that it switches off long before the wires can get hot.
    As for the extension cord you are using, make sure that it is a quality one with a wire thickness of 1.5 mm^2 (you should see something like 3G1.5 on the cord), that way you are on the safe side.

    If you are not the flat's owner but renting it, then you can speak to your landlord if you have any doubt the electrical system is safe/code compliant and/or adequate for this kind of flat. In some countries, tenants can ask the landlord to either provide documentation showing that the installation was done by a professional or have it checked by a professional (at the owner's cost of course).

    A few bones to pick right off the bat here:
     
    -Not in euros, (he did not say he was buying in US, he's in Lithuania)
    -Overpaying for the cooler (there are far better air coolers if you're going to reject the AMD Wraith Spire to the tune of almost $40)
    -RAM is a bit speny, you're paying for the RGB, similar with the motherboard
    -The 970 Evo is a bit pricey especially for gaming-only uses.  If it was for Premiere sure, but other NVMe SSDs will do the same in gaming.
    -A 2.5" 5400rpm Hitachi Hard drive is being recommended as a storage drive in a PC ... in this year or any year for that matter?!?!  WHAT?!
    -Case is a bit speny, and PSU is not a good value, it's lower-tier than a normal Corsair CX, which is a much better-buy (in US market).

    Yes, CPU is more than adequate.
    Make sure the RAM you get is a dual channel (2 sticks, 8GB each) kit.
    Specs are good, should be great for 1080p gaming.
     
    Also, that case looks like it might have poor airflow. You should probably put a fan on top for intake and populate front panel with fans, as well.

    Can you bump up the CPU to a 2700x ?  It is only like 185 or so dollars and you get 8 cores and the fastest AMD consumer CPU for 2018.  The 2600 will run games fine tho.
