This is just a quick question: Did you make sure you plugged the monitor cable into the GPU and not the motherboard? Since that's what sounds like what is happening, especially with such low GPU usage while the CPU is higher.

Well, when the reviews for the 3080 come out on Wednesday, we'll know it's real power draw. I think it's safe to assume that your PSU is fine for a 3080, at least wattage wise, but I would upgrade the PSU anyway since the GQ isn't the best quality.

You know, I'm very bad at remembering exact PSU models. Kept confusing the CX and CXM earlier, now I forgot it's the i series of Corsair PSUs with monitoring.

That or the Corsair CX (2017) 550w for $75.

I would recommend he wait and see what those 3080's really pull....
And or just go with NVIDIA's recommendation of 750W and forget about it....

That sounds around what a 2070S normally runs at under full load. Hell, the Nvidia Founders Edition runs around the same, at 71C
Yeah, sounds about right for a midrange cooler. 70C is a perfectly acceptable temp.

The PX is higher quality, but it depends on the prices. Both PSUs are good. You already have a 650 G2, though, so you should be fine for the RTX 3080.

...The 3600/3600x are over $200 right now. That's a big difference for a lot of people's budget builds. if the 3600 was still $155, then I would say yes, get that, but it's not

Personally, I would get the Thermaltake Toughpower GF1 PE 750w for $110 (mostly since I'm a little bit of a cheap person at times).
There's the Fractal Design Ion+ 760P for $130 if you want a Platinum efficiency PSU.
You could get a 650w PSU, but I'm waiting on the real power consumption benchmarks first.
These are all fully-modular PSUs by the way. You could get a 750w Antec Earthwatts Pro Gold for $105 but it's semi-modular

Hmm, HP in the model name makes me think it's a High Power unit, with HPW potentially being a new platform we don't know about.
Wouldn't be the first time Xigmatek uses High Power (Centauro and XFP were also High Power).
Honestly, without an internal shot, we can't determine if it's a new platform, a modified platform, or a rebrand of another unit.
Uses a 120mm double ball-bearing fan, doesn't claim OTP (disqualifies from Tier B), doesn't claim OCP (might still have it on minor rails, but still), and is DC/DC according to the specs on their page for the Shogun G, though the side sticker doesn't match the amps shown there so their marketing is a little sus, but that doesn't matter as much as the PSU build quality.
Honestly, just looking at the specs page, it's already a Tier C (or potentially lower) PSU.

Yes Ripjaws better in performance.
Also, Nvidia always recommends more than what is actually needed. The 2080Ti was recommend to be used with a 650w PSU....you can run it with a 450w PSU with a 3950x. That's not to say use a 450w PSU, just don't overpay for something you don't need.

Or you know, keep it simple and just leave them as is. Maybe put a disclaimer saying multi-rail ≠ higher quality.

Massive ? No, not with this wattage anyway. But a difference nevertheless.
Do you realize that it sounds very much like 'why drive a car with a seat belt and airbags when there are 1% change you'll need them and it likely wouldn't matter anyway because you can die anyway if would be t-boned to the driver seat ?'. It's just a yet another protection, whether it would be useful in your case is irrelevant, it's there and that's it.
