If you don't have a way to make money out of your "old" GPU i think the 1080ti is not worth the 500€. In this case it would make more sense to wait for a new generation.

There exists the so calles 0db mode. This means the fans wont spin under 55 Degrees. But over 55Degrees they should start spinning up. Did you check if a connector on the GPU came lose?

It lookslike those boards are expensive as hell. Therefore I would go with one of the cheaper ones if you do plan to upgrade any time soon.
