I recently posted on forums that I had bought a gtx 1060 for 60 bucks and my budget for the rest of my pc is 200 bucks. Some of the replies mentioned that the 
Intel Xeon E5-2670 is a great high performance cpu that can take lots of ram. I'm pretty new to this type of stuff so I have no idea what I am doing and what types of things I should be buying to support the cpu and graphics card. Another thing I am worried about is if the system that I build with these older components can run modern day games with or if there would be issues. Any help would be appreciated, thanks!

With that said, I don't see how throwing money at the problem will make him any better at studying... besides he says he has good grades already.
I wouldn't let my 13 year old son (if I had one) spend money on things I consider useless or harmful. For me that wouldn't include a desktop computer but OP isn't my son. Just because he earned the money doesn't mean he gets to spend it on blackjack and hookers... at least not while he's under my responsibility and lives in my house. I see no problem in placing limits on how that money is spent. Besides, he only gets to use that money because he doesn't need it to eat or pay rent, both of which his parents presumably provide for (among other things, I'm sure).

Why are you getting a 900 series card exactly? There are so many good deals on 10 series cards...
 
The 2400 will hold you back, those systems can be BIOS flashed to support 3rd gen, I believe. Even a 2nd gen i7 will help a lot.

Great, but how exactly are you going to fit the card in the case? It's low profile.

You're right. I was thinking of the small form factor version of the 790. (I have the small one as a spare pc)

don't just WAIT for a job to come. WAITing for something to be given will get you nowhere. ASK. ASK for a job, SHOW you are capable and qualified enough. ASK your friend how he got the job, ASK what he actually does, as it may be more than it seems on the surface. ASK and WORK for it. don't just WAIT around for a job to land on your lap. there are no free lunches in the world.

Sometimes parents need to learn the hard way that the kid isn't going to submit to their whims forever, and respect is kind of a 2-way street as you can't be demanding the kid to respect you if you're actively disrespecting them by not allowing them to spend their own money (again assuming the money is earned and not given to them by the parents)

They're not your friends then, friends don't bully you.
Or, they might just not know they're bullying you and they think they're just joking. Tell them how you feel.
