I think most programs would run faster on a 8Ghz 1 core CPU, just because it can do the tasks one after another. But some tasks don't require a single task to go one after another, but may need multiple tasks done at the same time.

Higher res, better cpu, thats all you could do. That is a big cpu bottleneck. Lower settings just gives the cpu more frames it cant process. If you could, I would play at 1440p downscaled to 1080p

I would say so as the rm 750 has issue with a 3080 already when paired with a more powerhungry cpu (which yours is due to the oc) so a 3090 is gonna do worse even

Imagine the liability of flying someone over, them getting COVID, and dying.

Jumping in here to clear some items up. 
 
Travel between US + Canada is on lockdown unless it's considered essential need I believe, but primarily we don't want to run a risk of someone getting while they were traveling to or back from our offices regardless if they're in Canada or the US.

It appears that all this online shopping is really putting some strain on shipping networks due to a huge increase due to the on-going pandemic. I would not be surprised to see some major package delays. I've even heard that some other electronic shops such as BestBuy have also been rapidly approaching their limits but haven't seen any outlet mention them specifically yet.

rx580/1650 SUPER/1660. They are are good cars that have very similar performance. The GTX 1650 SUPER is around 1% better than the rx580 and I really recommend it. The 1650 SUPER is great for budget and will get you good gaming on 1080p 144hz.
