Title: PC loses HDMI signal after shutting down and rebooting

My specs:
Motherboard: MSI B450 Tomahawk Max
BIOS version: E7C02AMS.330
BIOS Build date: 09/17/2010
CPU: AMD Ryzen 3700X
GPU: Zotac GTX 1060 6GB Amp Edition
PSU: Seasonic X-series 650W
RAM: G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3200 (PC4 25600)
OS: Windows 10 Pro x64
Monitor: Asus VS239H
I've recently changed my motherboard and the CPU. When I shutdown and reboot it, I'm able to view the MSI logo before it says "HDMI lost signal".
After a while, it'll power down and then show up some green checkers like screen (see the screen shot provided). I'll reboot it again, and this time it's able to work properly, and I'm able to view the login screen.
I've attempted to reinstall windows 10 and reinstalled the GPU drivers, rolled back to older drivers, moved to an another PCI-E slot , changed to a different HDMI cable , but the issue persists. Does any know how to resolve this? Thanks.
