    The reason for going higher is to have a safety margin as pushing a PSU to 100% is likely to wear it out faster due to it being less efficient and creating more heat.  So generally you aim for somewhere between 60-80% load.  Also as a PSU ages its likely to find it harder to maintain a stable output at a high load, if you keep it somewhere in the middle its a win win as its likely you will get a lot more years out of it.
     
    In the real world, I haven't seen my 7800X3D + 4090 + 55" OLED TV combined really go over 650W from the wall, and PSU ratings are their output, what they pull from the wall to achieve that would be higher.

    As I said earlier, I've pushed my luck many times, usually with no issues.  The 3080 however was fine on an RM650x but the PC would randomly shut down on a Cooler Master Mastercool 650W.

    For that budget you could buy one of the 27" 1440p 240Hz OLED's. The 32" 4K ones are going to be at least $1000, probably closer to $1500.

    If you have a big desk and can just push it further back, having a TV as a monitor isn't that bad. And for games, where it is too big, you can always just create a custom resolution to simulate having an ultra wide.

    Yeah no at those prices, we're only seeing some lower spec OLED monitors on sales with such prices. New 4K 240Hz no way. I plan to get one. So start saving, it will be a while before they come.

    If you want an OLED at that price, the only thing that might come close would be a LG OLED TV either a C3 42" as soon as the new ones launch or a c2 now. But you will only get them for 800 if you are super lucky!

    I am waiting for the 32" OLED 4K 144Hz+ monitor from ASUS said to release some time next year. Yes, It's likely it'll start around $1500 as well like the rest of the big OLEDS since the previous models cost from $1500-$3000.

    I suppose, though it would be good to see how close it is in the games you play.  A fully OC'd 3600 isn't all that much slower than most other AM4 chips.  And I don't think we're at the point where you need a 5800x3d to play most games at whatever framerate your 4k monitor will be capable of. 
     
    At any rate, you might as well wait until you have the 4k monitor to do the upgrade anyway, as right now the biggest bottleneck you have is your monitor (where you want the bottleneck to be anyway) since you're using a 4080 for 1440p unless you have an absurd refresh rate monitor.
    Maybe, but a fast AM4 chip would be way cheaper as the 5600 is half the price and you would not need to buy a new motherboard or RAM.
    By this logic OP would have missed the upgrade potential last time around (3600 -> 5600) so really, how much stake should we be putting into investing in potential in-platform upgrades? People really don;t upgrade their CPUs that often usually.

    That won't carry Ethernet. You'll have to run a new wire.
     
    WiFi repeaters work, but I'd consider those a last resort because of the impact they can have on network performance.

    Yes. Zen 2 is far more efficient than anything Intel has and runs far cooler than intel CPUs I'd the cooling is thrvsame. As you can see, the 4500U at 26W of power and heat is close to a 45W i7

    Look at something like the Fractal Meshify cases.  You will probably spend a lot less to fix the case issue than a bracket and AIO for the card.  Plus, it's very possible to damage the card by swapping out the cooling.  Unlike a CPU, the gpu isn't protected with an IHS and has a bunch of tiny components around the processor.  I'm also not sure how well Gigabyte is with their warranty if you start removing the stock cooler.

    No, 4K shouldn't be pushing your card any higher than normal, the power consumption remains similar whether you are on 1080p/1440p/4k assuming the card is being loaded to 100%.
     
    Though since reading about it, that card doesn't have a great cooler but you might get better results if you add more/better fans to your case.

    That's normal if you're pushing 4k.
     
    The idle temps are normal too. Any modern non-blower card has a zero rpm fan mode that makes it so that the fans are not spinning under a zero load scenario. The GPU is outputting video to your desktop so it still generates heat, but it's such little heat that the fans don't have to do anything.

    Got the same card as you and I've just put a custom cooling on it as I was disappointed with noise level of that Aorus, although it has 3 fans they're joke, especially with £700+ price tag. Used to have the same temps as you : idle 38-48, load 77-85 ( with a helicopter in my case)
     
    Now I have idle temps around 30 and full load 55-65 - almost silent.

    I'm not well versed on Fans with value for money but you can create another thread asking for a better fan configuration, while also listing exactly what you have in your case.
     
    Otherwise I could recommend a Corsair ML120 but I'm not sure if there's anything better out there for the money.

    If you just want case fans that will last the Corsair ML fans are always a good choice but that are pricey. Silence and durability come at a cost. I have not regretted them one bit.
