I have 2 systems: a pc and a laptop, since I got a pc I barely used my laptop bc it had hard drive issues. But yesterday my classes started and I needed the laptop. Bought a hard drive, replaced the hard drive and started the laptop. Then the fan suddenly started to spin inconsistently going high and low at very short intervals. Should I just replace the fan if possible or is there a fix? Is there a solution other than trying to clean it cause I've done that and still not solved.

Only the GPU and the processor from the US cause my the guy bringing the parts cant carry too much

Corsair Carbide spec-06 is what I have in mind. Ram is Corsair vengeance LPX 16 gb DDR4 3000. Very new to pc building. Also using pcpartpicker.com for reference and you have to go to different shops for the parts no real dedicated sites for shopping. Its bad ik.

The graphics cards here are outrageous. The Zotac RTX 2060 alone costs about 700$-800$ so I decided to ship them from US (have a relative there) Most of the vendors couldn't even find a 9600k so I've done the same for the processor as well, shipped it.

I was going for a cooler master 212 rgb black edition since I am on a 1000$ budget build. But the vendors here (SEA) don't have the proper parts so it'sa hassle to find parts at a decent price rate. Some of them have suggested liquid cooling for around 80$ to 85$. And yes Im building a new pc I've settled on most of the parts cooling is all I'm concerned about.

What type of cpu cooling would be the best for a 9600k core i5 processor?

Is there any easy method of finding out whether a retailer is selling a processor or any product that has been refurbished (used or potentially damaged). Quite new to hardware so sorry if this question is dumb.

I live in the SEA so the parts are price of the parts in total will come around to $1000. I already have a monitor and other peripherals. And yeah I want the intel 9600k. About the pricing the site says the graphics card is unavailable so it deducted $300 Also ty for recommending the PSU.
