Go for the 3060ti if you can find one for a good price. It's not going to cause issues with the 2600. I had the exact same spec as you for a year and worked fine. I then upgraded to a 5600 on the same asrock b450 pro4 and works fine.

You already have the best cpu supported on that motherboard. If you want to upgrade, you'll need to replace cpu, motherboard and ram.

Bigger fans are quieter (they have to spin slower for the same airflow). If you want quiet, go for a 280mm aio or a big aircooler (noctua nh-d15)

Generally a good build, although I'd definitely swap this SSD for a one with DRAM, Crucial P1 is only $5 more

Do you have dual channel enabled? As in the 2 sticks are in the proper slots?

are you going to use those 300g of thermal paste to slide off a slide made out of ram sticks?

I'll do it for you then. The H510 series does not have good airflow (at all). You should try looking for a p360a which has much better airflow.

True. Judging by his budget, I don't expect him to drop in a 3070 one day.
 
Getting the Ryzen 5 CPU will help if he decides to get a GPU when prices go down instead. I almost forgot that those 4th gen Ryzen with integrated graphics exist.

you want the 5000 series for single core gaming performance. also made some other minor changes. you don't need such an expensive overkill motherboard, for example.

This is not a good computer compared to what is available right now.
 
Psu is pretty much THE MOST IMPORTANT PART in your system. It literally makes or brakes your computer.
