    pretty much , yes.

    if you were upgrading to a gpu that was leaps and bounds better , you'd have more to consider. But since the "upgrade" will have little effect on performance the actual consistency of the previous gpu has more value and is what I'd consider instead.

    and or you could see it as

    paying 80$ for a card that isn't much better and replaces an already known working card , however you want to see it is up to you. for me consistency is more valuable than 80$

    Not worth it in my opinion, barely no uplift over the 6800XT, if not slower in some occasions. It's more like, a new positionning in the market vs. nvidia, and some features here and there.
     
     

    It's a good card, but only for people looking for a new build or upgrading older cards (like RTX 10 series/20 series / RX 5000 series / RX Vega...). 
    Keep your money for newer generations in the future with an actual uplift in performance. Your 6800XT gonna keep banging for few years.

    AMD reference models have non-transferrable warranty if that is important to you.

    This card was once $550 and its 6800 XT variant was also $690 at one point.
     
    I would personally go used, but perhaps with an AIB model and not reference unless you know you can rely on that person to RMA on your behalf if anything goes wrong.

    600$ CAD not bad for a 6800XT, i would go with that over 6800. worth the 40$ honestly.

    You probably won't get 144 in the latest games unless you drop the settings a bit, but you will get 60.
    It really depends on how much you need 144. If you want that, or close to it, in all games, I'd stick with 1080p. If your fine with 60-70 in single player games, get the 1440p monitor

    you won't' consistently hit 144 on a 6600XT with that CPU.
     
    You can absolutely game at 1440 on it, but it won't be that high a FPS.

    that's one of the benefits of scaling up the resolution, the system becomes less CPU limited.
    The amount of pixels goes up, the GPU takes longer and longer to render each frame and the CPU receives less requests for data being moved from the drive to the GPU.
     
    you can test this out with VSR settings (Virtual Super Resolution) in the AMD settings and have your GPU render at 1440p and then downscale to 1080p for the monitor. It's not a perfect apples to apples but it can show how your CPU will handle the GPU rendering higher resolution frames and close to what FPS you will be looking at with the card running 1440p.

    My friend sold his used case (Phanteks P300) and the fans for $60 combined. All good condition and was pretty lucky honestly. I'll try booting from NVMe only and I'll see if it works. If not I think my last resort is to update my BIOS.

    Thank you, disassembled my gpu and got the part #. Amazon is selling a pair of the fans for 20 bucks.

    looks like the fan's dying, replace if continued use is desired, can either get product code off the fan (on the side against the heatsink) or zip-tie a fan to it.
