I was considering this as well but I would like to be able to only have one cord leaving the enclosed box, while still being able to control the speed of the fans. I should be able to cut a hole in the side of the case and mount the other controller where as it may be a tad more difficult with the Noctua.

Slightly more expensive but Noctua makes a PWM controller. Might be another option. 

It should work, but it's a) an extremely overkill controller (fans are like 10-20W most of the time) and b) you could save a few dollars by using non-PWM fans to start.

The slightly more advanced answer is to provide the PWM signal on the fourth pin, so you only need to provide 12V straight. You'd need something to generate the pulses, but that's not too complicated (555-timer or a microcontroller, and a transistor).

Two consenting adults should be able to duel to the death, with guns, fists, or other methods.

drivers ed should be mandatory in high school, and snow driving should be taught in drivers ed, so many people have made avoidable accidents today it's insane, I saw three on my way to work alone, honestly depressing.

A lot of the animosity towards game-streaming is just plain, old prejudice and misconceptions from people who have never even tried any. Sure, if you've got a shitty connection then there's simply no magic that can be done to make game-streaming work well, but these people act as if no matter what you do, the streaming will be horribly laggy and look like pixelated junk even on good-quality connections. It's fucking idiotic.
 
I use game-streaming and desktop-streaming quite a lot, including Steam Remote Play, Parsec and Geforce Now and e.g. Geforce Now at 50Mbps certainly doesn't look like pixelated junk.

That is false. ADHD is not something 90% of children will have. Yes, there has been a higher diagnosis of it, but it has been because of better testing. ADHD is a neurological disorder that will persist into adult in in 2/3rd of cases. Children will be hyperactive and maybe inattentive, but that does not mean they have ADHD. 

The name ADHD does not even properly describe the condition as well. We do not lack attention, we struggle with regulation of attention amoung MANY MANY other things. ADHD is an executive function disorder, not an attention deficit disorder.

  It is one of the biggest pain in the asses to work with. So unless you have it you will not understand the social and emotion distress it causes. There is no cure either. Medication only helps out with certain areas and does not resolve it. 

It also affects my sleep. I have something called DSPD and delayed onsite insomnia do it. 

Coping skills, understanding and building tools to assist and working with it is the only way to live with it.

Like @OrangeSunshinethere said, CPUs are typically fine as long as the pads/pins at the bottom are fine. Personally, I'd borrow a GPU from a buddy or whatever and run a few stress-tests on the CPU and keep it, if it passes those. Yes, it would mean you'd still have to find a cheap GPU, but it's not that difficult to find something of about the same performance as you'd get with the 3400G's iGPU, but then you'd have a lot better CPU.

I'll just ignore every else and reply to this part: sure, governments can ban cryptocoins. That said, it won't stop people from mining and using them. It's not like people go and ask for governments' permission even as-is, so why would they do it in the future?

Itll take more than just money printing to take down US dollars, to be frank. The feds have backup plans atop backup plans to keep USD afloats, this is not Zimbabwe where the president literally sell the gold from the reserve for his jet set life.
 
Simply the fact that we need a monetary currency thats completely detached from the outside influence, or atleast back then its that. Now cryptos rationale is in privacy on how you can spend it or when you can convert it to money without basically everyone going 👀 on whatever you did with it.

Does it cause harm? No.
Is it taxable? Yes.
So of course cryptos will be legalized simply because you can tack in another revenue stream to it.
 
90% of the time, the former. The other 10% is an actual sales. Mining to hold is genuinely dumb as crypto spikes will destroy your investment.

If the economy gets to a point where people need to revert back to bartering and trading in gold then you will have much bigger problems than Cryptocurrencies stealing all your GPUZ.
