    Depends on the games you are playing. At the given price point, either a standard 1660, 1650 Super or RX 590 (if your PSU can handle the last one's watts) should do more than enough without bottlenecking.
     
    Though somewhat unrelated, you can upgrade to SSD for OS (for that fast boot) and/or a 2x8GB 2400 or 2666MHz kit no problemo as later-gen Intel CPUs do benefit from fast RAM (but not like how Ryzen does).
     
    That is for 1080p though. 1440p or even 720p is a different story.

    For AMD: I would say most if not the entire RX 500 lineup. RX 570 onwards at least. Or a 5600 XT/5700 for Navi. 
    For NVIDIA: GTX goes to 1660 Super while RTX the 2060 probably. A used GTX 1070/1080 or 970 works as well.
     
    Those are my suggestions though.

    It looks decent in my opinion as far as Cyberpower goes. I agree. Worse price/perf for GPU. You can make other quotations to other pre-built specialists to see if they can pull off a better price for your friend's rig.

    i would go for a msi or asrock motherboard.
