    That is Radeon Anti-Lag activation sound, disable that feature or mute Radeon Setting if you don't want to hear it.
    Also disable Enhanced Sync, AMD confirmed it currently broken and could cause freezes in games. Enhanced Sync is automatically enabled when you use gaming profile.

     I have the reference 5700XT and its getting kind of frustrating doing a DDU of the drivers every week just to be plagued with the same problems on the new drivers. If you do a simple google search for "5700XT Known Issues" I believe there is an article on Tom's Hardware Forum that outlines some of the worst issues and some work-arounds for them. I was told not to have any sort of monitoring software (AMD software included) running in the background, that did actually make a difference for me. Other than that I simply adjusted fan curve to cool it down a bit, that also helped a bit. I notice on the more up to date drivers that my cursor will turn into a pink and blue square, or my screens will randomly lose input from the GPU. only fix for both issues is a hard reboot of the system. I am on 19.9.2 and everything works okay for now. Hoping they engineer a solid driver for these cards. It really is a good piece of hardware.

    Usually updating is good idea, but for 5700/5700XT the last 2020 driver has SERIOUS multiple different issues for most people at the moment.  It appears to be working well for RX570-590, and maybe 5500XTs (for few peeps that have em), but NOT for 5700/5700xt.  You could config windows like xAcid9 mentioned but i'd advise just not using it for now

    19.12.1 (December 2nd release date) is the driver i would advise for 5700 and 5700XT until the newer "2020" ones get a hotfix

    When you uninstall driver, go into safe mode and use DDU to clear it out completely, run this once or twice in Safemode

    Also its advisable to disconnect from internet so windows doesn't try to install its own crappy default driver before you get a chance to clean-install the 19.12.1 (or if that doesn't work i can also recommend 19.9.2)

    Likewise if stutter is a issue, check see what backround apps you may have running that you don't need, stuff like certain NZXT or Corsair RGB software has a tendency to hamper performance dramatically, likewise remove or never use un-needed anti-virus like Avast, McAfee, Norton, (MalwareBytes can atleast be toggled on/off properly, doesn't try to deeply inbed itself into system, its Ok) they're all hogs, Windows 10 Defender is all you usually need. 

    OC is a great idea once system is running stable without crashes or obvious stuttering in games where it shouldn't


    Final thing i'd ask is what configuration your RAM is in, if its installed in slots 1 and 3, or 2 and 4 (either can be correct), or like 1 and 2, or 3 and 4.  As well, kinda wondering what game you are having the most issues with.

    Probably just try some older drivers like 19.11.3.
     
    You can also try unplugging your other storage devices and only using the one you have windows installed onto. Might do something.

    Most likely drivers or some program like Wattman (or a combo). I ran into this with my Nvidia 970's when I got them, Nvidia blamed the cards for ages, I switched a bunch of them into my system and then after a few driver revisions it started to work fine, so then they finally blamed the drivers all along.
    Try different versions and see what happens, or wait and see what  the next ones do.

    Can you check Windows Event Viewer for logs related to graphic card or driver?

    I read Windows 10 Core Isolation and Controlled Folder Access can cause problem for Adrenalin 2020, try disable that while waiting for hotfix. AMD engineer already working on it.

    You can try dropping your GPU's power target to -50%, if it fixes the issues it might be the GPU or power supply.

    Also what game has the issue? Or is it just any game? You could try capping your fps to 60 or something if it's just an engine/api bug.

    The Phanteks P400a is a really nice case. I use the older P400s and the P400TG versions with the solid front panel. But you just ordered the front mesh panels to improve airflow...which is standard on the P400a. It's built well, has great airflow with the new panel, easy to build in, and is not going to break the bank. Plus I happen to like how it looks.

    You don't need the TX3 - it's not better than the stock Wraith Prism. The paste is optional. A 3700X is a good 15-25% faster than the 2700X. The board and drives are fine. Added a cheaper GPU and less overkill fans and power supply. Added a decent case that won't be a nightmare to work with.

    Wouldn't get an X570 with that chip, nor the additional cooler.  32GB RAM is a bit much for now, how soon are you developing games?
     
    $110 in case fans for a  $50 case?  Buy a better case, IMO.
     
    Monitor... UQ should be curved.  Desk size has nothing to do with it, as the curve conforms to your position.  Just a better experience for a monitor that wide.  Tons of them in your price range.
     
    Edit: 5x5 has a good build there.
