The RAM will all run at the slowest stick, but shouldn't be any real issues.
Overkill is determined by the workload, not the processor. Do you need or use anywhere near 64GB?
Why not just try it and see?

A tad of a performance blocker indeed the 6700K. But as a temporary CPU, can play most games decently.

The 4070Ti is the fastest card out of the two in pure performance.
Its also a lot faster in RayTracing if that is something you want.
I would get the 4070Ti.
Be aware that Gigabyte 4000 series GPU's have had issues with the PCB cracking near the PCIE slot so use the antisag bracket that comes with it if you can.
It shouldn't throw you off on buying a Gigabyte card, just keep it in mind.

No, the 7900 XTX needs PCI-e power connectors, not even 16-pin 12VHPWR connector. And the MSI PSU has 6 of the PCI-e power connectors.

AMD uses standard PCIE instead of 12VHPWR.
But even if it uses 12VHPWR, the PSU comes with it anyway.

Ultra settings is marketing illusion that you need it in reality between High and Ultra no real visual difference but performance hit can be huge in some case even 50%+ or even game crash.

The backlight bleed thing comes from reviewers turning the panel up to 100% brightness and then checking it, which of course youre going to see some of it. You can mitigate it on any monitor that has it though by making sure the bezel is clamped against the screen properly in the corners and turning down that brightness to 75% at least. Your retinas will thank you, thats for sure.
Im not saying they dont have it, cause they for sure do, but its usually not as detrimental as people portray. Also, the power savings that comes with LED IPS is pretty damn great. My 38" Gsync Ultimate monitor uses 41 watts on average, which is the most power saving device in my whole rig probably. Anyway, good luck to you in your search. 🙂

Yes, there will be a bottleneck. There will always be a bottleneck. Sometimes the CPU will be the bottleneck, sometimes the GPU will be the bottleneck, and sometimes something else will be the bottleneck.
If what you are really asking is "will there be such a severe bottleneck that I should spend less money on the GPU?" I would say "no, it's a fine pairing."
