Your display is fine? Have you tried another like TV? Im 99% sure it wont help, but you should rule most things and write it down in RMA ticket.

Then just buy the 2070 Super It's 15-20% faster and is only 6% more expensive. At the high end, getting a deal where performance is greater than the price is rare.
Plus, it has features such as raytracing, dlss, it's more power efficient, etc.

If you are buying new PSU why would you opt for an old design PSU like this seasonic? Also never skimp on PSU, the 20-30 dollar difference is 2% of the price of your PC,that's nothing.

Write email to cooler master and ask them on what setup they are testing the cooler height, but i don't think this is important, the difference in height would be negligible between LGA/PGA, maybe 2mm max. I think you should be fine.

Is this a serious question? It stops/minimises dust getting into the case when the computer isn't running and can be used as an intake.

If you keep up this train of thought you'll never buy a PC. The next best thing is always on the horizon. Buy the best PC you can right now, and you'll likely be very happy with it for quite a while. I don't think we'll see any more huge performance jumps with our current silicon based PC's.

I got that motherboard, but i don't have 2 NVME drivers to test it, but i can tell you that the Instruction manual states that the bottom PCI-E slot will be disabled when 2 NVME drives are installed, so the top PCI slot for the GPU will not be affected.

No, splitters only read the rpm from one fan and the same signal is sent to all fans on the splitter so they're detected as a single fan from the motherboard.

If you want to, go change your offset voltage and don't worry about it that much. An i5-4670 isn't even remotely similar, you are comparing apples and oranges.
50 Degrees C is perfectly safe. It sounds like the fix to your problem is closing your temp monitor and not worry about it in my opinion. My R7 1700 and R7 3800x do the same thing.
EDIT: Controlling fans is up to a fan curve software or what it is set to in BIOS, nothing to do with Ryzen.

It's normal for Ryzen,
I personally disabled Cool & Quiet due to clock speed fluctuation under load that caused stuttering and frame time issues in some workloads,
I also overclocked my CPU so CPB is disabled.
So now i don't have any fluctuation,It's rock solid.
But disabling Cool & Quiet will pin your CPU to the highest clock speed and voltage all the time.
By disabling CPB you will have no boost.
Just do a custom fan curve.

You can apply hysteresis with stuff like SpeedFan. I just run my stuff at fixed speeds because i have a custom loop. I can see why it can be annoying on normal air cooling though

Cases do not go bad. They might become tasteless, out of style or their fans might need replacing, but by and large so long as they fit the hardware (motherboard, number of hard drives, CPU coolers and GPU length) and provide adequate airflow, there's no need to change it unless you really want to.
Airflow in that case should be fine for most mid ranged builds. KitGuru's review notes that the case is not great for watercooling though as it's very limited in it's support for radiators.

it's probably just a damaged fan so you could just buy a fan and not the heatsink, to save money
as for what the liquid is, I assume bearing lube. There's no way oil from thermal pads can reach up there.

Panels are like 200 usd in retail. If you think its too broken, just disassemble the panel and check if there is any damage under the panel.

Backlight bleed has nothing to do with panel type. Its manufacturing flaw. You probably had IPS glow in mind.
