Steam download fluctuating with disk usage

Steam sometimes makes my download fluctuate, and only steam. Origin, Battle.net, Epic, etc don't have this issue. Tested my internet and hard drive, no issues there either. Any fixes? OS: Win 10 Home x64 GPU: RTX 2060 Super Storage: 256gb SATA ssd, 2tb HDD 7200 RPM CPU: Ryzen 7 3700X RAM: 16gb 3200mhz Motherboard: B450

Sometimes my download fluctuates like this and I want to know how to fix it. I checked my internet speed and hdd and there isn't anything wrong with either. Stuff downloads fine on other launchers like Origin, Epic, & Battle.net. My usual download is 11.9Megabytes/s

Ever since yesterday, my hard drive has been nearly always at 100% when doing anything. The hard drive affected is my D drive. If I open up a game like Warzone my d drive will go up to 100% usage, but if I close out of it, it will stay at 100% but go to another program, and it just keeps jumping programs. Any ideas to how to fix it?

My C drive is being used by any game I run on the computer, despite it being on my d drive. Any fixes? My computer hasnt stopped freezing everytime my c drive goes to 100% because of a game

I did and it was the same, both systems experienced lag. I also ended up doing a ping test to google and these are my results. Is there anyway to see if its a router problem or an isp problem? Two days ago, my ping in games started to fluctuate a lot, and it's never happened to me before. Ive ran the speedtest by ookla and it randomly gives me 100down 10up or 20down 2up with no changes to servers or any of that stuff. What could be causing this? (I've tried reinstalling my ethernet drivers already)
