The fan is spinning, but maybe it might be in the wrong header, also I’m going to get a 2070 Super sometime soon for my computer

I’m working on my computer, first build, and I’m getting a hardware malfunction, one beep followed by four beeps, a 0d and 02 code error, a cpu fan error and the wrong ram speed showing up, it says 2133 MHz when I bought 3600 MHz Asus X570-E Gaming mobo AMD Ryzen 9 3900X Corsair Dominator Platinum RGB 3600 4x8GB Samsung 970 Evo 2TB Old Asus GPU with DVI port on it

I’m having trouble reaching the post screen, the white VGA light and yellow boot light are staying on, motherboard has integrated graphics. I’m hearing both a single beep with three short beeps and a single beep with four beeps after it. And I know that means VGA isn’t detected and hardware failure, but I can’t find out what. I was meaning the 2560p x 1440p 165 hz ones, and I can wait until they restock the 3900X in October, I’m not so much of a fan of the Radeon GPUs, and the monitors I would be buying have g-sync. Also I want to keep this an ASUS and Corsair build, so I was thinking dominator platinum for memory, and keeping the wraith cooler for the cpu

I already plan to get the Ryzen 9 3900X when they restock, an Asus GeForce 2070 super, and two Asus ROG Swift monitors eventually

I’m building a Ryzen 9 3900X build on an ASUS ROG X570-E motherboard, the QVL list only goes up to DD4R-3400 and not in the configuration I want. I’m looking for 2x16 GBs with DD4R-3600. Advice would be appreciated. Edit: reason I say I want 3600 is bc of the LTT video saying that 3600 RAM is best for the 3900X
