it gets huge lag spikes in easy to run games and then it just randomly black screens i have tried many drivers, cables and nothing has fixed it

Unless OP is tied to Intel for some reason (already owns a Z390 motherboard etc.) there’s not a good reason to buy an Intel CPU at this price range right now. Intel’s generally got a thin margin in lightly threaded workloads like gaming, and even gaming is getting more heavily threaded (and thus AMD friendly) these days as recent titles like RDR2 and Assassin’s Creed Odyssey demonstrate.
Although I’m not too familiar with the budget product range ($100 USD and less). Intel might have some advantages there with i3-9100F and 9100, so long as you’re using a discrete GPU as AMD’s Vega graphics on R3 3200G are still better than what Intel has with 9th gen.
