    Edit: I see that you also updated with your machine specs.
    With those specs, I highly doubt you will want to run anything heavy (i.e. a GUI), and you will have to get comfortable with a Linux command line. Virtualisation is out of the question since the specs are a bit too low. Containerisation I would say is still possible (e.g. Docker). For the two things that you want to do, I will also say that you may not be able to do anything much more than the two you have stated. Maybe a small web server is still possible, but I won't count on it.
     
    If you want a virtualisation server, try Proxmox (free, open source) or VMware ESXi (1 server, free).
     
    If you are comfortable with a server OS (i.e. command line), try Ubuntu server.
     
    If you prefer a desktop, e.g. desktop OS also shares a NAS, while hosting other applications, try Ubuntu Desktop or any of its lightweight derivatives (with minimal installation, strips most of the bloatware). You might have a better experience because your system resources will be used on the applications instead of trying to run Windows smoothly.
     
    Ubuntu tutorials are quite easy to find, just need to keep in mind some changes that occurred between Ubuntu 16.04 and 18.04 (hint: following an Ubuntu 18.04 or newer tutorial should be safe if you download the latest Ubuntu LTS release).

    You really want to spend so much on an AiO? Even the stock cooler can pretty much do the job, a sweet spot would be a cheaper aftermarket air cooler if you want to invest on it for better thermals and noise reduction:

    Why is there a Vega64 in there? do you already own it? otherwise unless you're going to work with OpenCL acceleration and compute that card doesn't make sense specially at 390£

    This sort of build can work on a 550w~650w just fine, you don't need to go all the way up to 750w besides you should stay away from the Seasonic Focus +:

    This highly depends on what kind of workload you'll be going through, there are instances the i9 is faster and the better alternative while others the R9 will win the cake.

    I see no reason why that Corsair RAM set not working. X570 mobo and Ryren 9 3900X are easy on RAM. Unless you plan to use 4000+MHz RAM. 99% of DDR4 RAM kits are plug and play.

    If you want to do some work and want It to last long get a Ryzen 9 3900x. The i9 doesn't even come close in productivity. And you could just get a 200 dollar Asus or Gigabyte x570 motherboard since they're really good and the 3900x consumes less powerful than the 9900k. However, if you're dead set on the 9900k for some unknown reason, then i'd get a High End motherboard since the 9900k runs very hot and requires a lot of power

    i'd get a more powerful gpu than the v64, the z390 hero sucks, avoid, master's fine.

    I´d go with the Z390 Aorus Master then. Judging by the reviews and test i´ve seen about z390 boards this is a great board in terms of thermals and VRM (especially for the price)
    If i remember correctly the Maximus XI hero didnt perform so well in these tests. Take a look for yourself on the HardwareUnboxed Video about z390 performance comparison.

    It's not something I'm looking to initially anyway. I don't know much about doing it correctly but I'll probably do it once I get the whole set up going.
    I've already got the V64. Cost me about 335 off amazon. I literally only have the CPU and Motherboard left to purchase
