Seems like normal coil whine to me.
 
Its totally different fron one GPU to the next.
Also since you upgraded the CPU, the usage may have gone up - changing the sound with it.
My 2080 Strix also has different types of coil whine, depending on the game.
However, extreme coil whine may also be an indicator of a faulty PSU. That however is really tricky to determine.

It seems like an unstable OC, but since you havent oced anything it is extremely curious.
 
Id really just try to switch the PSU to an equal one, not your old since this also has problems

our issue is not texture glitch like this.(at least mine)
also it is happening onyl distant objects. i think in your example video, it doesn't matter where the object is. am i right ?

i really wonder what causes this curse. i am gonna crazy because of that.

both Nvidia support and Zotac support agreed with it will be a hardware issue and said you should contact product seller. so i contacted amazon.de who is seller of my gtx 1060, they will refund it and i am gonna try it another graphic card soon. i will write the results when card is arrived.
