    Hyper212 with a fan profile that shuts off at idle temps, 35c is a good shutoff temp.  The same with case fans, you should only need 1 if it's not a gaming PC then the PSU in the right location can do that job.  You also want the PSU fan to shutoff during idle.

    I think it will help a bit considering you're a heavy gamer.  It will store more game data in ram so you wont need to stream it from disk as much while you're playing

    Sometimes if you put too high numbers into pbo it can perform worse.  Maybe try 200/200/200 instead for ppt/tdc/edc.  I think if 1.25v was safe for your system you might be able to go 4.3ghz+.  Are you using the stock cooler?  Maybe that's limiting your voltage too.

    I wouldn't go over 1.275v on Zen2, maybe you could go 1.3v but you'd have to see what the limits of pbo are for your particular sample.

    Patriot viper looks more likely to do cl14 3200mhz.  I would go with cl 18 3600mhz myself and just try to reduce cas to 16, should be easy with a bit of voltage.  3200mhz@1800mhz fclock is pointless if your ram can actually do 3600mhz.

    Running full load 24/7 is easier on the cpu in some ways(unless you're running high vcore/overclocked) because it has less hot/cold cycles through it.

    By raising board limits to max I mean enabling pbo + auto OC and setting ppt/edc/tdc to max and see what your min voltage is then.

    3800x if it's the same price as the 3700x.  But honestly for your use case either the 9700k or 3700x/3800x is fine.  Disabling smt on the ryzen should give you another 100mhz overclocking headroom if you plan on overclocking.

    single core boost is up to 3.9ghz, and multicore boost is up to 3.7ghz.  Try installing ryzen master and/or hwinfo64 they'll show you your correct clocks.
