I've recently built my computer, and I've been noticing strange stutters in Various Games, such as PUBG, CS:GO, etc. So I was wondering why that is. After all, I've seen people run it at ultra settings, while I can't even run it at all low. I have 8 gigs of 3000mhz memory, (don't get on me about memory speed.) And I've checked various things, such as MSI Afterburner's system utilization program, it said my CPU was 100 percent utilization on all cores, while my video card fluctuates from 60 to 75 percent utilization. All other programs, aside from discord and Logitech Gaming Software are closed, and I've even ran CCleaner's .tmp clean up. Plus, all of my drivers, including bios are updated, and my brain is stuck, so if any of you can give me something other than reinstalling Windows, I would sincerely appreciate it, thank you.
