    There is no gurantee that the new PSU will be coil whine free:
    The vibrations make the noise that you call "coil whine" and as Jonny said the inductors get caulked up which helps minimizing the vibrations (which cause the coil whine).
    My only experience with these stuff was at the Electronics class in high school so i have no clue if the inductors can break free off the caulk over x time of use.

    That's why coils are used as motors 😉
    Also a side affect of that is a loss of efficiency since some of the power/energy is wasted by those vibrations.

    Its not all about Ghz when it comes to CPU. The i5-9600 is a 6 Core / 6 threaded CPU, you can put a 9900k in the motherboard that has 8 cores and 16 threads! This will be quite a decent increase and you can buy these CPU's used for quite cheap now'a'days.
    This would be the easiest option.
     
    2nd option is to buy a brand new motherboard with a newer CPU to increase the performance even more.

    It depends on what the backup method you use backs up.
    Cloning is the safest option though.

    A RX 480 8GB is a good entry option.

    Lucky for me i was prepared for it, patched the steam client to prevent it from happening and removed the EOS message:

    The current version of DOSBOX already runs Win9x just fine.
    I used that to install Windows 98 SE on my phone to play Half-Life and Age of Empires II on my phone.

    I am prepared for Doomsday 😄
    I modified the steam client to not update and removed the annoying red message that warns you of "End of Support".
    I also made an installer with these modifications for use on other Windows 7 installations.

     
    The thing is that you won't be able to play games on the platform they were released for.
    This is messed up.
     
    That's not the case with Windows 7, Windows 7 supports modern encryption standards,
    And in fact there are forks of chrome that continue to support Windows 7 such as the supermium project.
