I am prepared for Doomsday I modified the steam client to not update and removed the annoying red message that warns you of "End of Support". I also made an installer with these modifications for use on other Windows 7 installations. The thing is that you won't be able to play games on the platform they were released for. This is messed up. That's not the case with Windows 7, Windows 7 supports modern encryption standards, And in fact there are forks of chrome that continue to support Windows 7 such as the supermium project.

Did you try flashing a different VBIOS? There is an official VBIOS flashing tool from ATi: https://www.techpowerup.com/download/ati-winflash/ Here is a SAPPHIRE VBIOS for the X1300 (Non-Pro): https://www.techpowerup.com/vgabios/686/sapphire-x1300np-256-infineon28-051018

Did you "update drivers" for the "Video Controller" instead of the "Microsoft Basic Display Adapter"?

AMD/ATi cards have a huge driver modding community. Thanks to that i successfully installed drivers for my HD 6970 on Windows 2000. There are also mods for older cards to work on newer operating systems such as the Amermimezone drivers that supports Terascale and GCN cards.

Having just few vehicles for public transport is a lot better for the environment than bazillions of cars. In most cities in Europe you can easily get to your destination by public transport. Cars are expensive, maintaining them is expensive, fuel is expensive - It's better to use public transport than to own a car.

Countering the Ad-Blockers being theft argument

The ad blocker that worked best for me was AdGuard - It circumvented the YouTube Anti-Adblock 99% of the time. I had less success with Brave's build in adblock - It circumvented the YouTube Anti-Adblock 70% of the time. -

Won't that bottleneck the 7800 XT in some games? Why the SE version?!

The thing with grey markets is that they borderline legal/illegal.
-
What is the GPU usage?
-
It depends on if you get the performance of an average 5700X or not. Try benching with Cinebench R23 single core and multi core and post the score here.
-
I have a 5700X myself and don't have this issue, It could be a bug with your BIOS.
