I'm not worrying abt the scores, I was just wondering why my cpu won't hit 100% with my overclock

stock, it will do 3505 overclock, got me a 3980 scores from r20

I don't know much about deepcools coolers but I would recommend going with a more reputable aio, deepcool is a budget hardware company, I bought a power supply from deepcool and its extremely loud.

So, I have a r7 1800x and I was trying to beat my current cinebench score. I tried running cinebench with my cpu at stock and it used 100% but when i overclock it (4.1ghz @ 1.40000v) and run cinebench, it maxes out at 98%. Does anybody know how to fix or if there's something wrong with my cpu?
