    Socket AM4 MSI boards aren't the best. You've tested the card in another system and it worked. You attempted to flash the boards BIOS multiple times and it failed, just RMA the board.

    I applied this setting in ASUS gpu tweak software,
    few days have passed and it is working,
    it seems there was VRAM heating issue, 
    under clocking it seem to have solved the problem for now,
    after all it is an old card,

    CPU-Z indicated you're still on an old revision of the drivers, are you sure it updated successfully? Check the Nvidia Control Panel > Help > System Info.
    If this is at 100 percent load then I tend to agree it's not temp related.
    VRM could be at fault here. OP, you can download MSI Afterburner and set your GPU's power limit to its minimum. Just pull the toggle all the way to the left and hit apply. If this resolves your issue your card is still usable, you'll just have to do with a little less performance.

    Have you tried completely removing your drivers with DDU and reinstalling them? After you download your new drivers disable your NIC so Windows doesn't try to automatically install old ones.

    If ASUS added 11th gen support they would have noted this in their BIOS updates, which they haven't. It also looks like there are a few Reddit threads that confirm the same. If you're dead set on this board just stick with 10th gen. The only thing 11th gen brought to the table was PCIe Gen 4 and little else. PCIe Gen 3 is still plenty for most people. The speed between Gen 3 and Gen 4 M.2 drives is pretty significant, but most people won't fully utilize it. Steve over at Gamers Nexus compared Gen 4 GPU's in Gen 3 and Gen 4 slots and there was only a 3-5% penalty using Gen 3. On eBay you can get a 10700K for $310, a 10850K for $370, and a 10900k for $412.
     
    If you haven't purchased any hardware yet I'm just curious why you're not considering Alder Lake. You can probably get a 12700K, a DDR4 compatible motherboard and you're only spending a bit more overall. You mentioned platform maturity but I think most of the kinks have been rung out at this point. I think your money is better spent on the newest hardware you can afford but it's ultimately your decision.

    Your PSU is fine, I would say your chip is just a little weak, but it's a 3600 so it's not going to have the best binning to begin with. How does your chip do with PBO enabled? I know it pushes your voltage pretty high but the 3600 is not a hot chip so you may be better off sticking with that.

    12600K will be more than enough for few years, You can upgrade to 1440p gaming when GPU prices balance and will be able to get new GPU + monitor, 12600K will keep up with that as well. So yes, Keep your GPU. It's perfectly fine. You can reuse your storage, But RAM is big NO. 2400MHz is too slow, You'll be sacrificing huge performance for saving few bucks.
     
    MSI Pro Z690-A and 12600K will be my recommendation and 3600MHz CL16 memory, Or at least 3200MHz.

    Honestly the cheapest option here would be to grab a cable extension and run your fan to a different header. Just disable the CPU fan warning message in the BIOS (most boards have this option). Board repair can be an expensive crap shoot. They may be able to fix your fan header, no problem. They may also destroy your board and refuse to pay for their mistake. Your rolling the dice on an issue that can be resolved with a cable.

    Download the newest drivers for your card here.  Run DDU and completely remove your old display drivers. Disable your NIC so Windows doesn't try to automatically install your display drivers after you run DDU.  Run a few games or benchmarks and see if the issue persists.

    any reason in particular you're trying to go 10th/11th gen over 12th? Unless you're getting them for a really good deal, it generally doesn't make any sense in comparison to an Alder Lake CPU and board. For reference for how big the performance improvement is from 10th to 12th, the i3 12100F outperforms the i5 10400 in multi threaded applications while being down 2 cores. If you want a super mature platform, go for one of the CPUs without E-Cores, They will be just as stable as 10th or 11th gen. The i5 12400 performs about equally to the 10700k in multi threaded situations (just barely getting beat) while doing much better in single thread. If you really don't wanna go current gen, at least go for AMD. Practically speaking Ryzen 5000 series is a generation old, the performance is better than 10th and 11th gen, and you have the ability to upgrade to a 16 core CPU eventually. Good B550 boards are cheaper than most Z490/Z590 boards, and you're gonna spend about the same going either Ryzen or Intel, and the performance will be equal to better on Ryzen while consuming much less power. 
     
    Either way, I wouldn't use that board. I don't know why ASUS didn't update it to support Rocket Lake, but since it doesn't list support on their website or in the BIOS changelog, I'd assume it doesn't support it.

    Let me know what you think. I think it matches the aesthetics of the HAF series really well. You can print four of these and super glue one on top of the other for each side. Then 3M adhesive tape can hold them on either side of the rad. The dimensions may need to be adjusted a bit in your slicer so be sure to get another measurement or two before you print.

    You could use some weather stripping on either side of the rad to fill in the gap. You can use some 3M adhesive tape to hold it on. Just trim it up to your desired lengths, pop it on, and you should be good.

    It depends on the card. Some 3060ti's need 2 8pin PCIe connectors and your PSU only has one natively. You can get SATA or Molex to 6+2 PCIe cables but I don't recommend using them. The 3060 peaks at around 170W, the 3060ti around 200W. I'd stick with a 3060 on a CX450 but either will work with your hardware configuration.

    Is there another sticker on that UPS with the manufacturing date? It's not unheard of that equipment sits in a warehouse for a prolonged amount of time. UPS's typically use sealed lead acid batteries that will degrade overtime. If it sat in a box for a long period of time with flat batteries that can definitely do it. If you contact customer support they may be able to send you the battery to replace yourself.
