    Wouldn't it be easier to store the addresses in an SQL database and retrieve it from there?
    Still as easy to add to this database (either by 'command line'-style SQL or creating a simple GUI) and also much easier to retrieve data from, since 'everyone' is using such databases online.

    You can on a DIY. but if you get something like synology then you know you have a supported app and have support for it.

    I would say DIY(but dont use new parts either buy a second hand machine or convert an old one you have). But that is what i would use for the files that i want to store and that i only use mine with my Desktop PC or my laptop. An enclosure is good because you can easily access the files on your phone with apps created by the manufacture but you have to check that when buying one.

    Set up that server software on any computer, a raspberri pi 4 would work, a 75-100$ refurbished pc would work ... connect the server to your home network / router / modem from your ISP.
    Then go in your router or modem's configuration and configure port forwarding, so that any requests coming to your internet IP are forwarded to the web server inside your network.
    Optionally, buy a domain name and point to your IP or use a service like http://freedns.afraid.org/ to create your free subdomain (ex biggummedretard.afraid.org) that will point to the IP the ISP gave you.
     
    A server is just a computer that sometimes is tweaked or optimized to run 24/7.... but if you don't care if the computer crashes once in a while, a regular computer can work just as well.

    Most secure option is probalby to setup a vpn sever at home, and vpn in when you need access.
     
    You can also do port forwarding, but that can have issues.
