Go for the western digital, go for the cheaper option. Blue and green are basically the same, the "color" does not really matter in any way. 

why 4K?

8GB RAM and SSD will give you smooth Windows experience. A Haswell 2c4t ULV will be sufficient

it would become very good if you could throw a nice 250 or 500 or 512gb ssd and put windows 10 on that, and it would be very fast for general computing things and internet browsing. also will do very good in the things like word/excell.

It's technically enough power, however a lot of the saftey protections on the G3 series are questionable at best, so it's often recommended if you're looking at EVGA Power supplies to go for the G2. Check the PSU Tier list for other options as well that are similar in quality to your RM series

it's just a matter of color accuracy, if you don't care about that and just want high refresh rate, high contrast, and ultrawide, then that monitor is perfectly fine.
 
IMHO there's little point to hdr if theres no color accuracy, (i have to stress again that's just my opinion) and you are better off with the standard 1440p TN asus/acer 144hz panels and save a few bucks.
 
There's also the Dell 4k hdr 60hz monitor which would have much better colors for 1k (though it's 60hz), or you can go all-out and go for a acer x27 (don't get the asus model for this) for 2k. You are spending 1k on the samsung mon, it's a decent amount of money for something that's very off on colors, I've seen the QLED TVs, but not monitors in person, the colors are way too deep and fake for my taste.

144hz is pushing it on a 1080 ti and that screen, should be fine though if you turn some settings down. Hope you actually done your research on that display, i've seen nothing but memes and negative reviews on qled, but it sure is more affordable.

As mentioned it's just like running 2x1080p panels.

You won't be able to take advantage of the Freesync functionality of the monitor with an Nvidia GPU, however.

3840x1080, should be pretty damn good for that monitor.

That 1080 TI should definitely be enough for that display, no question.

yeah the res isn't that high, just like running 2 1080p monitors so that card is even overkill

Yes it is more than enough, this panel is only 1080p.
 
If you really want a high end ultrawide consider a X34.

if u have one monitor, there you go

I think x370 boards are more suitable for that Processor

Yep.  just rename it to AB35GIA4.BIN.  If its an external writer, make sure to make a backup first before flashing this.
