    I have one of those ; You got ram in the right slots ie if running dual slots in blue lanes. I using KVR16LN11/8 Kingston (2*8Gb). Runs all 3rd Gen but not 2nd Gen which req 1333Mhz. Also check your cpu power connectors are clicked in properly. Had one once where i hadn't clicked in on the psu properly; gave same symptoms.

    MSI 5700 XT Evoke 'out of the box' . Still suck the power & fans busy, slightly noisy.

    Had same problem with upgrading B450 Tomahawk to 3000 series; had flash 2nd last bios first then then the latest -- which then posted after hitting F2 (reset defaults i think). Takes a few restarts before normalizing.
