    Wait! WTF! The GTX 970 and the Vega 56 are not even in the same ballpark. 
    It is in early access, so I'm assuming some more optimization needs to be done.

    A PC I made completely out of parts people didn't want anymore, and gave to me for free, mounted on a couple pieces of wood a friend had lying around and didn't mind if I used. 
     
    Specs:
    Gigabyte GA 970a ds3p AM3+ motherboard
    FX 6300 3 core 6 thread processor 
    One stick of 2GB DDR3 from Samsung
    A second stick of DDR3, this time 8GB, from a brand called "mushkin essentials" (So 10GB total, 1600Mhz) 
    EVGA GTX 660
    A 250GB 7200RPM Samsung hard drive, HD250HJ
    And a 450watt EVGA 450BT 80+ bronze PSU 
     
    Motherboard and CPU and CPU cooler came from a friend who upgraded his PC recently
    HDD, and the Samsung stick of RAM came from an Optiplex 380 the local repair shop took in for repair, fixed, and the owner never came back and claimed. It had sat there for years they told me. 
    Weird 8GB stick of RAM and the GTX 660 came from the same shop, they know me pretty well and didn't need them anymore either
    And PSU came from a friend who needed a PSU upgrade to take a new graphics card. His old one was worse than the GTX 660 so I left it out of the build but he did give it to me. It was an R7 250 from MSI. 
     
    I christen her, the Pollen inhaler 3000. The pollen is bad right now.

    Could be a hacked account or they just don't effin care about the rules. Since they don't have a lot of posts here I'm assuming that they are just a rule breaking, trouble making troll.
     
    The mods here do a pretty good stopping these pathetic trolls and really the community here does a good job of reporting the trolls as well.

    I suspect it has to do with the fan headers and the fans you're using.
     
    3 pin fan headers are DC only control, where it'll adjust fan speed by lowering the DC voltage to them.
     
    4 pin fan headers can do DC control (when set to that or a 3 pin fan is plugged in) and PWM control. PWM keeps the voltage at 100% but then uses the 4th pin to modulate that 12V to attenuate the speed. It effectively turns the fan off at certain increments to reduce the overall power to the fan, which reduces its RPM.
     
    I'd confirm some of this information first to see if it lies in a hardware configuration issue before diving deep into the UEFI/BIOS.

    15-20 FPS without context is meaningless info. 15-20FPS more when the other one is at 40FPS is a lot. 
    15-20FPS more when the other one is at 120FPS is not really significant.

    No, completely safe temperatures for 24/7 operation 🙂  Nothing to worry about.

    No. Modern hardware is designed to run at 80-90C at all times if not hotter, so being in the 60-70 range is more than safe for it.

    One of the better choices. I can confirm that the 5700X with a PBO OC is a very good workhorse.

    RAM issues, bad RAM, that's why there were no problems when XMP was turned off. One or both of your RAM sticks can't run at 2133MHz anymore.

    R7 5700X is pretty good bang for buck and a PBO overclock can help get a bit more performance. Then you have the rest of the budget to spend on some more RAM and a pretty good new GPU.
