Some ISP's assign IP addresses based on the Mac address of the device. Your router's mac address is setup with the one ending in 100 while your Laptop that has a different mac address gets the other address. Its hard to say what the issue is. Ive seen internet setup many ways in complexes. Also each type of internet (aDSL, vDSL, Cable, Fiber, LTE, etc) is setup differently.
