    So I am saving to make a new gaming PC... and while I want it to be top end and with excellent cooling and lots of fans, I also want it to be silent while I am not gaming or doing heavy workloads. I watched Linus' M1 Macbook Air video where they showed the cooling solution, a heat buffer piece for dissipating power spikes, and I thought if it could also apply for a gaming PC.
     
    My idea (which might not be a new one) is the following: Place a copper block above the CPU and then place the cooler on top of the copper block. The purpose is to buffer power peaks under normal loads so that the fans don't ramp up (e.g. every time I compile my code). I'd like the forum's opinion on whether this could work, the impact in thermals under prolonged loads, possible effects on other components, and if it would achieve its initial purpose. I know water cooling has this buffer efect on thermals, but I am not a fan of it since I don't consider it reliable and the pump noise is annoying for me (personal opinion).
     
    My main concern is having an extra contact in the heat exchange process which could affect prolonged workloads, so I'd be using liquid metal thermal paste. The expected CPU is a Ryzen 9 5900X (the 24 threads help me a lot in machine learning and development solutions).
     
    I chose copper for its thermal conductivity and high thermal mass but I am open to options. I know I could work around the adaptations for making this solution without compromising the motherboard's integrity. Price is not a concern also.

    Don't set the speed manually. Activate your XMP or DOCP profile for you RAM in the bios.

    If the Eagle OC and the Gaming OC models use the same fans then theoretically they should be able to go up to 3000 RPM without issue.
     
    If not, you may end up shortening the lifespan of the fans by running them 20 percent faster than designed for. Will that matter over the life of the card? Maybe not. But it would be a risk.
     
    Or, just keep them capped to 2500 RPM and not worry about it.

    Since the buzzing noise only happens during games, it's most likely coil whine from your motherboard or GPU VRM's. It is normal and there is nothing you can really do about it.

    So basically, the Federal Government just threatened the big cellphone providers to slash their prices by 25% to smaller data packages (between 2GB and 6GB), and if that doesn't happen, they'll use the CRTC (the regulatory board for telecommunication) to make sure they won't have access to new broadcast band that will become available (5G).
     
    That's a bit heavy handed IMO, but any consumer in Canada is going to be happy to hear that!! Plans up here are ridiculously expensive, especially from the "Big 3".

    Vast majority of people won't pay a single dollar for this. Doesn't matter if it is a rare card, if the GPU is broken. I personally probably wouldn't charge someone more than $40 for it, to answer your question.

    That is completely false. A processor does not fail from having too high of clock speed. Heat and current/voltage are the main ways processors are damaged.
     
    Not to even mention Nvidia has their GPU's voltages locked down super hard. You'll never damage your card from running the card on stock voltages, and if it does fail, then it will be covered under warranty.

    Theres no such thing as "Serious Undervolting" on a Nvidia GPU. Everything a Nvidia GPU does is controlled by Boost3.0 algorithm, so you cannot actually control the GPU. You can only tell the GPU how you want it to behave. The only thing you can do is lower the Power Target to prevent it going past like 1.05v.
     
    I'd still recommend you find tune your fan curves, if you want lower temps. Do your fans have a 0 RPM mode? Do they only start spinning at 40 or 60c? Looking at the info you provided, 0.8v at around 1700MHz should not get your GPU to 65-70c. I think your fans might be in some type of default "quiet" mode.

    The GPU is acting normally, and you will not damage your card from undervolting. You should try messing with the Fan curve. Most default fan curves are aimed at trying to keep the GPU quiet, some don't even turn on the fans until the GPU Core hits 50 or 60c. I believe you could get better clock speeds at lower temps if you messed with the fans.

    So if I understand this right, you are doing direct die cooling correct? Have you tried putting the IHS back onto the CPU and testing to see if it works normally? If it works after you add the IHS then I think that it's probably incorrect mounting pressure.
