    I'm halfway through the Bioshock series and it's pretty solid story-wise. The gameplay is also excellent.

    Oh crap shoot that is not good news.  My advice is ride it out another week or two until the new 2020 update comes along and that should fix your situation.  If not we will do some troubleshooting and fix you up.

    Might be able to increase fan speed if you want, but it's not necessary. My laptop CPU and GPU both run at 90c

    No not really. Fan will last longer than the card most likely, even at 100%. If fan noise is bothering you, you can get a new cooler. I can recommend the Rajintek Morpheus II

    Yes but SLI causes more problems than it solves, so its a terrible idea either way.
    Also a huge waste of money as you pay double the money for no good reason.

    Graphics card usually, though for some people they use it for sound cards or other expansion cards they need.

    Not enough that you'll have problems before you get a newer GPU.
     
    I have a reference GTX 780 that I run a fairly aggressive fan curve on, no problems whatsoever.

    That's an OEM card. It's basically an MSI Aero card without any branding.
     
    Super common for Dell machines to have them.

    It could be a reference card from Nvidia. You can check this with GPU-Z

    Can you post a photo of the card? If it's a prebuilt then it's probably just an OEM card or reference Nvidia card.
    Download GPU-Z and run that and see if it gives you a Subvendor.

    Those temperatures are perfectly normal!!! Just like what Faisal A said, under the average and on average for both CPU and GPU. Don't worry, you won't blow anything up unless you pour water them. ;)

    Your CPU is under the average for  a i7 9700 and your RTX 2080 is on average. Everything should work fine
