Do I need to go to a store to fix it?

I have recently installed a GTX 2060 and when I did that I was unable to run computer for a while and when I ran in a only showed one monitor I have a two monitor setup and Nvidia control panel is not popping up so I can't fix it and whatever I want your game on my old compass Card I would sometime get 20 FPS but this time it only gave me 9 episode which I really need help and I figured that I need to install some programs to fix this issue please help me

amd ryzan 3600, gtx gforce 1050, Asrock x570 phantom gaming 4, temps cpu- 63C [stock cooler] gtx 1050- 60c

i need help becuse on my game [unturned] i can get around 70-80 fps on it and if i lowwer setting i can get upwards of 100 fps and around there but i never been able to fully use it becuase my fps drops like crazy and i would get like a 5s window of having my full fps and the drops would make it so i have 10-20 fps and it dont happens when i dont do anything and its really makeing my day worst.
