is intel cooler the rpm is around 1000-1600

hi i have i3-4150 and the temp is like 45°to 55° in normal(using mozilla ,read pdf) but when i use programs like(photoshop,camtasia,and some game)the temp will be 65° to 80° so i find this cooler :cooler master hyper h411r is this cooler good and how much the different between the intel cooler and cm hyper h411r (can this cooler make the temp in normal 30-40° and in hard work 45-55°)
