    Other than what @GuiltySpark_said, you could also try multiple DP cables. Possible the one that came with it is messed up

    That is blatantly false and I'd be suspect of any advice you receive from that person.
     
    You'll need the higher bandwidth of DP 1.4 to achieve 165Hz at 1440p. Make sure the monitor is set to its DisplayPort input and if necessary try multiple DP ports on the GPU.

    The display port out of the box of my monitor I ran into a constant black screen loop. It wasn't a thing when I changed to HDMI. I was told that it's old tech and it's not compatible that's why the black screen cause.

    Yep, that's normal. Use DisplayPort.

    Only game I have ever played that had anywhere near as cool a combat system was Sifu. I have been a Souls fan for years but Sekiro was such a refreshing and wholly different kind of game. And yeah the port is great. I remember having no trouble hitting 60 fps at 1080p even using a GTX 970 and Xeon E3-1231v3 from 2014. Might have to give it a second playthrough now that I can likely run it 4k with a 6700 XT.

    I once had a virus that would disappear as soon as I hovered over it in task manager.  I useda  program called (searches through history of downloads...) Process Explorer(?) to see what was running.  Then I followed the file path and deleted the troublesome exe file.  Easy as pie.  If you are lucky it'll be that easy.

    You should be using the universal ports, it seems to be a superflower oem psu.

    Ok yeah, that's the right cable. Plug the clear end into any of the open universal ports on the PSU.

    Edit: I use my PSU's cables that came with it. I don't use any other cables for my PC.

    The problem is that the G2L uses a 9 pin on the back of the power supply and has different LED connectors than a normal G2 or any other power supply. A video will show where to plug everything in except for to the power supply.

    Really is an odd little guy. 9 pin for everything, including molex and Sata. 30 pins for the motherboard?

    Its like some of you have never actually looked at many PSU manuals, they're usually incredibly useless and certainly aren't going to explain to someone who's never worked with any PC hardware before how to hook up their 3060. 
     
    @F.E.A.R.Youtube is your answer. No amount of explanation over text is going to be as helpful as physically watching someone else do it and luckily there are hundreds if not thousands of resources available with a single search. Here is just one.

    The clear connector will go to any of the connectors on the back of that psu labeled "Universal"

    I've plugged the 6+2 connector to the GPU like you said but where do I connect the other end to the PSU? It's a 750w EVGA Gold G2L.

    I bought it from a store and unfortunately it only supports Ryzen 3000 series and it will need a Ryzen 3000 chip to run it. I read the manual also, there's no Ryzen 5000 supprot, so I will need to go back and let them install it.

    Depending on when the mobo was made it may already have a 5000 series compatible BIOS. See if it POSTs, if it won't then you probably need a newer BIOS, either check the manual/support page to see if it supports CPU-less BIOS flashback, or else you'll need a 3000 series chip to run the update.

    Yes it requires a bios update. Get a USB thats empty, go the the ASUS TUF Gaming X570 Plus webpage. https://www.asus.com/us/Motherboards-Components/Motherboards/TUF-Gaming/TUF-GAMING-X570-PLUS/HelpDesk_CPU/ and download the latest bios. Then i believe you may be screwed, you will need a 3000 series CPU for a bios update as i do not see a bios flash button on your IO panel. Did you order the board online or at a physical store? If physical store you could ask them to update your bios and they should be able to just fine, if not you may have to get a 3600 or something and update it then return it.

    You have two RAM slots, only one is populated. Get a kit that has two 8 gig DDR3 1333 SO-DIMMs and you'll max it out.

    Any 2.5" SSD should just drop right in as a replacement for your hard drive.
     
    Not sure how much more we can help without knowing what model your laptop is. Are there any labels anywhere on the chassis that have more information? Is it a name brand?

    Not really possible with this budget. The cheapest upgrades cost about 300 (5600X or 12400 + B660) and aren't worth upgrading from a 3600.
     
    What are you using the PC for? If it's gaming you probably are bottlenecked by the GPU and not the CPU, in which case I'd recommend waiting for a 3050 and hope it will be somewhat decently priced.
     
    All I could think of that may be worth it in this budget is better cooling or additional storage, if you need that.

    Yes, it possible, but it's... not worth, expensive and you know, risky of damaging the GPU perm.
     
    Thing you can modify: Cooler, VRAM chips, chassis, BIOS chip (these are basic thing can be modify).
     
    And about the risk, the highest risk is heat when do solder BGA. Since almost everything on the GPU are BGA and SMT, we need a heat gun. Not enough heats can't melt solder or do anything. Too much heats can damage things.

    And then the other thing there on AMD I forgot about but was mentioned above. The way driver and hardware development works across both companies is different. AMD will take one die and turn it into 40 different gpus and then make one driver that kinda works with all 40 gpus, and over time they specialize features of the driver to be good for specific gpus.
     
    Like the RX 470 and 480 to narrow it down super tight. One driver works for both cards despite all the variants. They update the driver later to better utilize the slight differences between the hardware, so you see an overall increase in performance after what originally worked like a Microsoft standard display driver suddenly knows how to utilize the hardware.
    This is magnified when you have the same gpu used across multiple generations like the 7970 to 280x, where gpu driver optimizations take place for an even longer period of time and the card the 280x was built on top of suddenly gets modern driver support, making the 7970 even better.
     
    And Nvidia is doing that now as they keep working on older Turing dies to make new cards, so older Turing cards are seeing more modern driver optimizations which are overall beneficial.

    Both companies have done this over time both ways, for reasons mostly unknown but usually the speculation is planned obsolescence or that the specific hardware gets re-introduced multiple times. Such as the HD 7970 and GHZ edition and the R9 280x, etc. 
    The other way around being what happened to Kepler, where Kepler cards just got gimped into the ground hard for basically no reason because maxwell really wasn’t any better on the mid range cards. And it happened again with Maxwell when Pascal launched. However they’re now doing the opposite where Turing and Pascal cards are getting decent driver improvements because Turing is getting recycled and their users can’t really buy a new card anyway, so they’re aiming for some kind of long term value thing to have under their name like AMD did with the 7970.
     
    But damn, if you have a GTX 770 or something lying around, revert back a low of driver versions because those cards have lost something like 10-15% of their average performance over the years due to software alone. It’s to the point where benchmarks from the era versus now are flip flopped.
