    Task Manager is known to be no good for monitoring GPU usage. Use something like MSI Afterburner.
     
    A little sanity check: If you're seeing expected FPS, is it realistic that the GPU is only utilized 1%? That would mean you should see 100x the performance at 100%.

    As I said, if the game was only utilizing the GPU 1%, you'd get 1/100th the FPS you should see. How many FPS do you get? Try using MSI Afterburner to see usage while the game is in the foreground.
     
    Based on this, you should probably be between 30-40 fps on your hardware.
