How much more expensive is the 3600mhz compared to 3200? If it is just a few bucks more then go with that.
But i went with with 3200mhz 16cl because it is good enough.

It's normal. It's silicon caulk intentionally put in the PSU to keep components in place and stop them from vibrating. It's safe to use the PSU.

Also, you may want to install the cooler before you boot it as Ryzen CPUs can get rather hot while booting.

The cooler is an AIO so you wouldn't need to clean it, rather you couldn't. It's built so you don't have to do that sort of thing.
But the Noctua cooler performs better in thermals and noise when going against any AIO that's only 240mm, so you can just get that.

TLDR: I misread something on your screenie. Go to 3.
1. Have you put your RAM sticks in the right DIMMs on your MoBo? It should tell you which DIMMs to use on the board and in the manual.

No --> Put the sticks in the right DIMMs and read the manual next time!
I'm not sure --> Watch a youtube tutorial on how to build a PC and focus on the RAM installation.
I lost the manual and there is no nice image next to the DIMMs on the MoBo --> Find the manual on the interwebs and read it. Keep manuals. It saves both my and your time.
2. Are you sure you bought a 8GB kit?
Yes --> Continue.

3. Blame me for missing a detail on your photo. On the second photo, it says 8GB. I dont know about the first photo, but it looks to me as if Windows has cached some files in your RAM and you possibly had other programmes running when you took the screenshots. When W10 says "Available RAM" it means "RAM which W10 is not currently using". Is it possible that you have a hidden process running somewhere (i.e. malware)?
