Ok this may be a long shot but what version of windows are you on ? Basically this happened to my Intel CPU and it was turning on power limit throttling even though the temps were low, literally nothing worked until I updated my windows to latest version. not sure if it's the same issue here.

Some info it's the GTX 1070,120Hz screen model It started doing this recently, it never did it before. I re-installed windows which didn't help As you can see I did undervolt but it didn't really help The temps are lower and more unstable than what they used to be, before 80 to 85 Celsius under load but now it's 72 to 83 with power limit throttling, it's not a good thing. I'd take the higher temps for more stability in frequency. I am not an expert and I'd take any help right now because I am annoyed when my games go from 120FPS to 30~40 for no damn reason. Thank you
