    That is something I couldn't comment on responsibly.  I'd imagine it's ok if it doesn't appear to be doing anything, but I don't have any experience using your board.  I think I can safely say to always expect a restart as part of the process when updating the BIOS so don't interrupt that.

    They may have been illustrating that you don't need anything other than power to update the BIOS and that's why they built it afterwards.  It shouldn't matter if you have it mostly built though.  
     
    People use that method to flash their BIOS on complete systems all the time.  Some prefer it.

    The H150i cools significantly better but whether that matters or not depends on how the 3700X may oc. The temperatures that seem similar are only so since the tests aren't heavy enough to separate the two by a large delta. When looking at the bulk of benchmarks / reviews, the H150i consistently beats the DRP4 and some show a larger delta than others. 
    Chances are that the DRP4 will be quieter and that you won't get much more oc'ing performance with a better performing cooler like the H150i. 
    In either case, the stock case fans should be plenty for cooling.

    It really depends what you're looking for. Is it less noise or less temps under heavy OC. Air has its limits and they come out with heavy OC and bigger rads. If that's not what you are after then air is plenty.

    Air is always safer than liquid, but liquid usually results in less noise, but not always.

    Word on the streets is Vega 56/64 may be getting AMDs version of ray tracing.

    That being said, it may be worth a wait to find out more on NAVi. Just because AMD doesn't always beat out the competitor with their performance doesn't mean they don't beat out their previous models. 

    Take that with a grain of salt though, the R9 series I've found was a lot more reliable than the RX series. ( and the RX series didn't out perform the R9 on most games either ).

    I personally love team red, but I was sick of the waiting for NAVi and went for a 2080. ( now they're $250+ cheaper than when I bought mine). 
    Price for performance is very cheap and depending on what system you're running the VEGA 56/64 pairs well with everything newer than an 8350.

    All that useless info aside, I'd go for a 2070 with your build or wait for NAVi. I know price can be negotiable, but with that CPU you're going to be able to use any GPU you want. without bottleneck ( higher the resolution as well, the better they'll pair ). Saving a couple more weeks while you wait for navi has got to be better than "settling" with a lesser brand of GPU because you need 'something'. thats my opinion however and if you plan on running 1080p at 144hz you better look at a 1070 too.

    It's a tough call, I've been watching prices as well and I ordered my Sapphire Pulse Vega 56 last week for $415 CAD.  I've seen as low as $379 CAD for the Gigabyte version but that model had a bunch of bad reviews.   I've already got my card and been very happy with it so far, runs cooler than I had expected, haven't really put the time in yet to undervolt and OC.  I also wasn't sure how long to wait but happy with what I got for the price.  I can't imagine prices dropping that much more, unless they have wearhosues of Vega cards still sitting after Navi/Super release.

    I'd say to go for it now.
     
    I don't think Vega 56 will drop further in price than it already has. Here in the US, They've been consistently at $300, with some of the air blowers going for $269.
     
    I think it is either you buy it now at their current prices, or run the risk of them leaving the market like we saw with Pascal.

    It's all about the bandwidth, PCI-E 3.0 is capable of up to 8GB per sec on each lane... So if you've got a card in a 16x PCI-E 3.0 slot that's a theoretical limit of 128GB per sec.
     
    PCI-E 4.0 has a bandwidth of 16GB per sec across each lane, which gives you 256GB on a 16x slot.
     
    PCI-E 5.0 is slated to be released in the next year or so, which doubles bandwidth again.
     
    So the latest 2080Ti doesn't yet max out the PCI-E 3 bandwidth... so whilst it's not essential and won;t be for a couple of years... It's all about the bragging rights... AMD have launched the first PCI-E graphics cards, along with the first 16/32 core consumer desktop CPU's and all whilst being the first to do so on a 7nm production.
     
    So whilst you won't see any immediate benefit to it... it is the future of gaming cards and storage devices. Think of it much the same way nvidia touted RTX... no real benefit to gamers, as very few games support it (9-10 months later there's still only a few with another few being released in the coming year)... and outside of the 2080 series... not really worth having at all because of the performance hit... even the 2080 series itself is only gonna give you around 60fps with it on... which is around a 50% performance hit I think.
     
    Within the next 12 months or so... nVidia will be releasing their cards with PCI-E 4 spec and intel motherboards will start getting it as well... or they face the risk of looking like they're being left behind with 'older' technology. Much like they are in the CPU market when they haven't even been able to bring 10nm CPU's to market (I think they are later this year) whilst AMD are already on 7nm.
     
    At the moment, it's only X570 boards that get PCI-E 4... I've heard nothing about any B550 boards coming along any time soon... and I still don't know for certain if asll of the B450 boards can support the 16/32 core R3950X.
     
    So... tl:dr  no immediate benefit to gamers, but future proofing your tech and AMD claim several world firsts over intel & nvidia.

    The only advangtage it brings is the fact you can use less lanes for the GPU, so if you have more than 1 GPU (for rendering perhaps) or lost of PCIe/NVMe storage the reduced number of lanes that your GPU now has wont affect the performance.

    2080ti didnt benefit from PCIe 3.0 x8 to x16, neither did Radeon VII, hard to think a GPU slower than both will need more than PCIe 3.0 x16 to 4.0 x16...

    They are already there, mostly...
    Just look at the BIOS Section of the Board.
     
    Problem: You need a Ryzen 1000 or 2000 series CPU (or Athlon 2x0GE) to flash the BIOS.
    NAVI is a better option for gaming it seems as well.
    Only in productive loads I'd assume it gets eaten for breakfast by a VEGA Card.
    However it seems that AMD only ships reference cards in the Beginning...

    So if noise is important, the Sapphire might still be a good option...

    Do you have the option to wait another 3 Weeks or so?
    Though it looks like only Blower Cards might be available at Launch...

    So that leaves the CPU to be replaced by a Ryzen 3000 model...
    Remember: you either need an X570 Board or flash the BIOS of the B450 Board for them to run...
    That isn't important, the important factor is what comes out of the chips and that looks pretty impressive. If you don't care about noise too much, grab one of those.
    If you do, the Sapphire Nitro+ is the right one for you...

    @spcyZen 2 (3rd gen) is being released on 7/7 + the new Navi cards. 
     
    I would definitely hold hold out till then and wait.
