    Which motherboard?
    Could be that your motherboard is automatically overclocking the CPU, such as with Asus' Multi-Core Enhancement. Might be making the CPU unstable.
    Also check things like memory overclocks.
     
    CPU Temps okay? 9900K puts out a lot of heat especially with an AVX Prime95 work load.
     
    $200 PSU... I guess "Cheapest" is relative considering you have a 9900K and 1080Ti, but that doesn't mean it's a cheap power supply.

    Your temps are fine and spikes are normal. Better fans aren't going to make much of a difference in reducing the temp spikes if removing the front panel didn't do much.

    Actually HWInfo is better for sensors then HWMonitor... well, still high temps, 40 on idle is not that good... I have bad airflow in my case(meaning 1 intake fan and 3 exhaust) for now and even with that i sit at 33C idle, 60C gaming... Really can't think of possible solution as i'm not very competent, but i can say that those temps are something you should fix if you run it on stock.
