That's true it will, I just didn't want to mention it since it's even less than 0.5%, it would be very difficult to measure, assuming it's just a normal desktop with nothing taking advantage of your GPU.

It's fine I do it myself, but for some reason forza drops its fps half when I play a youtube video on my second monitor so that's pretty sweet.

Without video one can't really judge the status of i/o devices. If you are booting off an ssd one can't really establish if the system is booting.
Depending on your gpu model it may only briefly spin up the fans at power on and thereafter only under load.
Presumably the monitor is connected to a port in the rear of the gpu? (I.E. Not the motherboard.)
Verify that the monitor input port selection is correct.
The motherboard has, as part of the System Panel header, a 4-pin speaker header. For a couple of $ one can get a small speaker that plugs into this connection. With a speaker in place one can hear system generated beeps. Several major problems are reported through beep codes that are described in the user manual.
If you have access to an alternate working gpu you could try installing it in place of the one you suspect is not working.

That board doesn't have the connector you need. You do have 2 USB 3 headers, so you could get an adapter and use it with lesser speeds than the 3.2 x2 spec calls for.

Extra 4 pin is basically useless. no current gen Ryzen CPU will pull enough power to saturate a normal 8 pin necessitating the use of the extra 4 pin.

i can be streaming 1440p 60 fps on twitch whilst playing world of warcraft classic and be standing in the human capital with an insane amount of mages and warlocks spamming aoe abilities and watching youtube videos on another 1440p monitor and reading discord messages on the third one.
i'm using my gpu and cpu a lot but i've never come anywhere close to the 750

It's more than plenty. PCPP's wattage calculator is useless, just ignore it. The PC should use closer to 200W under a gaming load. The RMx is a good PSU, and for €55 it's a steal

Judging by that benchmark (which is coming from a reputable reviewer, from a review last year), you would need a serious GPU to get those numbers.. But that is Ultra - max settings. Often High settings will look just as good and play a lot nicer.
That is also evident by the fact that they get 4 times the fps by going from Ultra to Medium.. This must be a GTA V launch situation where 'Advanced Grass Settings' also lowered the benchmark results considerably, but still not looking much better.
I would have to agree with the RTX 2060 Super/RX 5700 (XT) or 2070 Super.

Looks like you need a GTX 1650/RX 560 or better for 1440p Medium 60fps, or RX 570/GTX 1660 or so or better for 1440p Medium 144fps
Or at Ultra 60fps you need basically a 2080 Super/Ti.
That is of course only Medium fps. minimum will be a bit different.

If I were you I'd go for a gtx 1660super or rx590.
If your budget can handle it a 1070ti (can probably find some cheap ones used), 2060 super or 5700 will be ideal for 1440p.

Don't get the A-Pro X570 it's pretty bad, get the MSI B450 A-Pro MAX instead (it's Ryzen 3xxx ready).
That case doesn't allow a lot of airflow so I'd recommend the Cooler Master MB511 RGB instead.
For the GPU the entry level point for 1440p is with a 5700XT (Pulse or Gigabyte Gaming OC) or the 2070S NVidia side (Gigabyte Gaming OC is also usually on the cheap side and good).
