Our typical method of price comparison is not available in the Philippines, however I was able to find a retailer that had listings on all of the parts you'd need.
If you're aware of a retailer you'd prefer let us know.

    CPU: Ryzen 3 2200G : 5059
    MOBO: ASUS A320M Gaming : 3530
    RAM: 2x4GB DDR4 2666MHZ : 3340
    STORAGE: 120GB SSD + 500GB HDD : 1099 + 999
    GPU: RX 570 4GB : 3850
    CASE: Deepcool Wave V2 Micro : 1350
    PSU: Corsair VS 450W : 1813

    Total: 21040 ~ 403 USD

(I spent entirely too much time on this)
This build is not optimal by any means, but it does achieve 1080p high settings gaming. So there's that!
Ideally, you want dual channel RAM for Ryzen at 3000-3200mhz speeds. There aren't a lot of options I saw on that site within budget. 2666 isn't an awful compromise.
This board may need a BIOS update to work with the 2200G. The B450 series were too much to squeeze into the budget.
    120GB boot and 500GB HDD isn't awful. It's a little more than a PS4 has.
RX 570 4GB is the best I could do. This listing is well priced. This will achieve 60FPS at 1080p high on most titles. (Beats the APU listings outright.)
This is the cheapest case I could find with USB 3.0... Or really with 2.0 even.
PSU leaves something to be desired, but it will work for your purposes.

a very nice example yes, you even got him a monitor worth 400 punds, so its only 1300 total if you were to cut out the monitor.
i  absolutely agree with the way the money was spent especially on the second listed built, with a gold certified psu and a good 4.5Tb overall storage its an upgrade over a lot of prebuilt systems that are offered.

and if you're going for a ''better PC which will run most games at ultra on 1080 60Fps, i personally have my first build in front of me.
i built it in PC partpicker, some items arent exactly the same but the price and specs are the exact same..
i deffinetly suggest looking into the items more than i did, but you can get good gaming on a waaaay lower budget... if budget doesnt matter then steam ahead with your 2080 TI

at worst if you put it together yourself you'd be paying about 2.2K i'd say?
i didnt include a windows 10 version in the partpicker... i dont usually buy them ?

to be honest, if you're gonna run such a priced PC, i'd go with something better than a 80+ white, go bronze at least, and seeing how power requirements for tech are only going down, you deffinetly should have enough, though if you want to put in a 750 Watt then its deffinetly not going to hurt in any way, i put those in my smallest builds since you can get them at a not too high price anyway.. i'm rambling

8 sold in the US in the past 90 days, so there seems to be a fairly strong market for these things. These were used for audio production, and legacy hardware is often in demand in that industry.
