  1. I5 8400 is too weak for GPUs beyond GTX 1070 for 1080p. It will even age worse. Either up your resolution, so that GPU render rate falls behind CPU render rate, so that your CPU will have headroom. Or, accept your fate and move on. Also you can never, ever, ever, gain FPS from increasing graphical settings. That guy doesn't even know what he is saying. He has some kind of placebo probably. I have GTX 1080 + i5 8400 and in AC Odyssey, at 1080p Ultra, I get a whopping %60 GPU usage. Turning it to 1440p makes GPU usage at %90 but no FPS change. You don't get more FPS by having more GPU usage. GPU usage is just more like a metric that if it can keep its renderrate with CPU or not. And, if you push GPU beyond %99 usage, then you will have lower FPS. If I up the resolution to 4K, it pushes beyond %99 so I get lowered down to 30-35 FPS. Which obviously, in return, CPU render rate becomes more free, and bound to GPU.
