    So I want to build a budget PC for my little brother. 
    I came up with the part list above and needed help on choosing a motherboard and whether it's best to go for ATX or mini-ATX. Also need advice on a case and GPU.
    He currently has an old prebuilt desktop with a Radeon 6670 on it. I also have a GTX 470 I could use but not sure if it's better. He mostly plays esports titles like Valorant and Fortnite and does his school work on it.
    He has 1080p 60Hz monitor so that is the target. Would the 6670 or 470 be ok for that? Should I look for a used 970 or something?

    Sounds like something went wrong during the BIOS flash. It can take quite a while, depending on the speed of the USB and the size of the file. It's always best to use a USB drive with an LED indicator, so you can make sure it's actually flashing before you give up. I'd try flashing it one more time from USB just to make sure, and if that doesn't work you should start processing an RMA. Did you make sure to name the BIOS file MSI.ROM? You should also make sure you're plugging it into the correct USB port (see the attached image).

    Nice 3 fan cooler on the higher end, and a much higher core clock for about the same price.

    It was shown, and it's pretty cool from what we've seen. It was a fairly catered view, so we will still need to wait and see what the reviewers make of it closer to release. Look specifically to GamersNexus for those overclocking results! 
    We also (as far as I know) don't have pricing available for the B550/X570 series boards so pricing wise it's hard to say.
     
    12 cores is unnecessary, though if it's just gaming.
    If you can wait: Do so
    If not: an i7 is still a great choice, since AMD really only boasted a ~1-2% victory in the single core performance, and didn't show a whole lot of real game use.
    If you plan to use this for creative/workload purposes, then definitely wait up for the 3700X

    This much is true. Most games still utilize a faster single core speed over multi cores. 
     
    Thus far Ryzen still loses that race, but does win in the multi core race. So if it's a gaming computer, Intel does tend to pull higher frames. 
     
    The 9700k is a fine choice.

    I'm still a little concerned about putting a i7-9700K and a RTX 2080 in that case due to heat issues. Here's a review of the case:

    Addendum: Reviewing the video, I think my concerns are unfounded. He had a 1080 in there which is a much hotter card and no problems with temps. At the end of the video he does discuss that a 240mm AIO will probably not fit, so I would reconsider using an AIO in this case.

    Your build looks pretty good, but would wait for Zen 2 since it's almost here. Depending on how much video editing you do and what software you use for it, I would consider moving up  to an i9-9900K and paying for it by moving down to a RTX 2070. Though very popular, I'm not a fan of the NZXT H500 case due to potential cooling issues. What about the Cooler Master H500? JonnyGuru doesn't like cable extensions. What about the Corsair RM750x White (2018) ? That MB is fine, but I think the Gigabyte Z390 Aorus Pro wifi is a bit better.

    they trade blows on most things, but when you do utilize it, you get much better
     
    and amd's drivers get better and better down the line, so it ages pretty well
     
    amd has something around the same as nvenc

    If it does fit within and you do want to go to 1440p I can understand the choice for 2080. 
     
    For 1440p I recommend d the 2070 but half the forum will say it’s bad value (which depends if you want that extra 2Gb or vram, which on 1440p you do want imo)
     
    but end of this month computex and we will know more about zen 2

    yes I will wait until zen 2 comes out and see what it has to offer
     
    as for the 2080, I do plan on moving on to 1440p 144hz and since the 2080 was within my budget rn I thought why not.
    however i wont be doing that any time soon, so maybe a 2060 would be enough and then upgrade later? not sure
