If you want to load your SSD's OS, then no. Don't.  According to Corsair, your ssd is 3,480MB/sec sequential read, and up to 3,000MB/s sequential write. However I don't know if that is real world performance or marketing bullshit since it does say "up to". I would just look at youtube videos at read and write speeds and compare them to yours. They shouldn't be that far off. But if they are, that is normal since every drive is kinda different. Kind of like how your able to overclock some processors to a high clock speed, despite how much voltage you add, and are stable at higher clock speeds rather than others despite how they are the same micro architecture or even same model. One thing that should maintain the same, is fast boot speeds. I mean there is no reason why it should take 44 ish seconds. Did you change those settings as I told you too in the BIOS? 

They seem normal enough to not have a boot that lasts 44 seconds, so yes. 

Idk dude, try the suggestions I gave you earlier. I really don't know how far off those scores are since I've never used that program before but you can do some googling and find out unless you already know that for a certain fact. Otherwise, I think you should follow the suggestions I've given you and give me some insight on what worked or didn't work so I know how to narrow the problem down.

You don't need to format your HDD, only if you were doing a windows reinstall from your HDD assuming windows is installed on there, but it should be on your SSD which im fairly certain it is ( but you can back them up anyway ). Since systemfiles are present on your SSD. You only need to backup files on your SSD if you intend to use a windows installation USB and reinstall windows which would require a format of the drive ( to remove former systemfiles ). But if you do a windows reset from settings or you use windows media creation tool and simply install windows 10 again. It will keep all files regardless of what drives they are in.

You can't just make a claim with no evidence. How is this horrible? Can you provide some details as to why you don't like it, since personally, I think it's really beneficial since it allows people to view the world from outer space, each technological advancement we make, is another step into the future. And I think this is just one of them, although that may be subjective. I think it's really cool that we are expanding our eyes into space. And as the points OP made, it sounds nothing short of incredible.

Ok so I just described in multiple replies that now that I am aware of the views of other people on this matter, I do not agree with it being into effect. 

Those are all pretty good coolers, the Hydro Series is probably the best out of that list so I would probably go with that.

Id personally stay awa from that due to the extra 15-20w it uses, worth it in power savings alone to get the 9100
 
Really, go linux, super simple and easy to use, and faster, and free, no reason not to. BUt if you go windows, just run windows 10, no reason to use windows server here.
 
WIth that many servers, and playing it at the same time, id get a faster cpu like a i5 9400

Your case used a different format other than ATX, MATX, ITX etc... so yes and no. First and foremost, if you want to swap cases your going to have to accommodate for the unique pin layout for the power, reset led etc... headers. Additionally, you will most likely need to swap into a case that supports the BTX form factor otherwise the case won't fit without extreme modifications ( one that the average pc consumer would not most likely want to conduct ). Your best bet is transferring that motherboard into a BTX compatible case which only happens to be Dell cases ( although some are ATX so keep that in mind, my 980 was an ATX board so I was lucky there and I was easily able to transfer the board/components over to a new case with more features although your mileage may vary ) 
 
        Something to keep in mind however is that regardless if your Dell board is an ATX, MATX, or ITX you will have different pin layouts for headers on your motherboard ( excluding things like USB, Audio, etc... this mostly applies itself to power headers and reset leds and what not ) however this can be easily accommodated for. I was able to fix this problem when I built my first computer a while back whereas I dissembled my old dell pc, upgrading it with new parts and reassembling it into a completely new case. 
       However, you most likely won't have to deal with this problem, since your board is a BTX board and it will only fit in BTX cases which support this odd pin layout. Although like I said before it is also a limiting factor since your selection is limited to BTX cases exclusively unfortunately. You could take out all the components connected to your 3060 mobo ( cpu, ram, hdd, ssd, pci(e) cards, etc... ) and swap them into a newer motherboard with a generic unpatented form factor such as ATX, MATX or ITX which will allow you to freely decide which case you wish to substitute your current case for. Although using that BTX board will limit you to Dell's cases ( at least the one that are BTX unfortunately ). 

Upon building your computer, you can experiment to see which delivers the lowest temps. Doesn't require shutdown or anything, just swapping out the cpu cooler for a 1st run and then on a second temp run you can switch it around and compare the temperatures received and that will determine your result.

The 1GB of VRAM on the 280 is actually pretty important for the CoD games, and Fallout 3 if he uses a high-res pack.

You could also grab a 9800 gt 512mb on ebay for pretty cheap nowadays, maybe cheaper but I'm not sure on that. Regardlessly, the graphical fidelity of both of those cards still hold true nowadays. I know that the 9800 gt puts out less performance however so I think I would go for the 280.

It depends. Your basically splitting your bandwidth into two so you won't be getting full USB 3.0 transfer speeds but at least you'll have some front IO usb ports. However, if you don't mind using up a PCIE slot on your mobo then that would be your best bet not splitting your bandwidth and maintaining USB 3.0 transfer speeds across all your USB 3.0 ports. 
Personally, I would get the PCIe card with 2 ports on it that way I would keep my USB 3.0 transfer speeds across all my USB 3.0 ports on my front io. But it's your choice. It would probably be pretty expensive though since a pcie x1 card wouldn't work since it's to slow in terms of bandwidth speeds and those alone are like $20.00
You could get a PCIe card with only 1 port on it and connect one into that port and the other into your motherboard.
