I totally agree. Got the 2070 and ray tracing either slows down fps or dumbs down quality a bit to keep the same fps. Also I was in the same boat as you but I couldn't wait for the non reference 5700xts to come out. 

Id just get an rx 5700. Ray tracing aint rly worth it at all imo.

I would say an RX 570 and no higher, when I tested an 1100T with a 770 and a 1050 ti it was close to the max it could handle.

If the server is running on your network you should just be able to type 'localhost'. You can also go into command prompt and type in 'ipconfig'. Your IP address will be the one after 'IPV4 address' on your active adapter.

Teething pains are inevitable. It's irritating that the drivers on launch day were problematic, but for as long as I can remember AMD's driver updates have been solid improvements rather than simple "game-ready" patches.

When in doubt, RX 570 from eBay. It usually pairs quite well with old Xeons.
 
Is your CPU overclocked?

I think it is since my RTX 2080 ti needs the extra power. 
If you use a 2080 or less then no.
 
I would get the x versions since they are not a big jump in cost and may be a bit cooler.

Welcome to the world of blower style coolers. Should have waited another monthish for the AIB cards to come out with the proper coolers. 

2070 Super maybe, but I'd say you should wait for 3rd party RX 5700 XT cards' benchmarks first.

I did get a good deal on an electric toothbrush (that I was going to buy anyways) a few years ago, but in general and especially for tech and computer stuff, I completely agree.

It's so far away I'd just ignore it for now. Pretty unrealistic to tell people wait for 4 months plus.

True, its not in the cards for everyone. But hes budging almost 800 for these cards. May as well go for the gold. Ive seen some on ebay for around 900.

You never stated what it was for. Are you gaming? What resolution / refresh rate? Workstation? What kind?
 
The 2070 super should match the 2080 performance, and it's just over budget. I would personally get that.

I just called evga. Told them what was going on and that it is a launch 2080 ti. They are going to rma as long as I can put the stock cooler back on it. I told them I overclocked it and everything and they are still going to take I. I love evga.

Just put your VRAM to 2000Mhz , you think there is a difference between that and 2050mhz ?  NOPE!  However with a large overclock on the VRAM and you will get boosted frame rates which you might not notice since the card is so fast already.

If your graphics card is at 99% then that means it's performing at its limits. It can't push any more frames.
CPU is just chilling and relaxing only giving 20% effort.
 
What resolution are you playing at, what games are you playing, and what graphical settings are you using?

I wish I could help you out with this but I’m lost. There’s no reason for it not to work. The old set up worked and still does, you updated the bios like you were supposed to. 
Maybe you got a dud cpu, I’ve never seen it happen but anything is possible

Are you trying BIOS 2406?  Did you use the tool in Windows to re-name the BIOS?  Did you use the USB port labeled BIOS?  Have you used that USB stick to update BIOS before?  If not then is it formatted FAT32?

16GB really isn't that much. I have around 30 tabs in chrome opened regularly plus photoshop and that pretty much drained all of them.
