    12 seconds is plenty fast for an SSD. Keep in mind that boot time is also dependent on how fast the computer can POST. Updating the BIOS, changing boot priorities, and decreasing POST delays can all help speed up boot times.

    If you run CMD as an administrator, you should definitely be able to delete the folder.  You may also be able to delete it if you boot Windows in safe boot.  And like the others have said, you will probably be better off formatting and installing the OS again.
